You can be given warning, e.g. when you troll on the forums or when you get too emotional in discussions. I think Mods and Admins can raise your levels.

Probably related to level of warnings you get from moderators/admins regarding forum behavior. I don't think it's used though.
Or... it measures awesomeness? If so, it's probably broken as mine is at zero...
