They aren't supposed to kill snubs, but they can.

Cruiser missiles can only kill you if your not paying attention, they can be easily dodged (even in a GB) or you could use this thing called a CM that was meant to make missiles go off you. (really, why does no one make use of them?)
Planet missiles (or rather, torpedos) are not even on all planets, and they are meant to keep people away, I mean who's gonna charge a planet anyway?

Maybe because a hostile going near a capital planet is stupid, and should be undoable.
