You tried roleplaying with a newb who has not read the server rules, nor understood that he is on a roleplay server. Nothing bad about that. I've always been glad when meeting a new potential forum members, and happily explained him how to become one.
Though, I do not get it why you tried roleplaying after all.

This guy was going OORP in public chat, it seems; he threatened to tell an admin about your IFF! A plain pirate ID is supposed to go with the freelancer IFF, is it not? If you ask me, you should not stay silent about this. However, even if he reports you all he's gonna get from the admins is a shrug or two.
EDIT: I suppose he was not too OORP... he did after all put the slashes in the beginning of his chats. But his spelling is horrible.

I think he know something about the rules, since he used the // and asked about my IFF, and after all he must seen the hunter whine threads if asked about the ID/IFF misunderstanding.
You can be right, dunno, but a guy in a battletrans who is using // when talk to me isnt a newbie for me... but as I said, you can be right.

It's education that is necessary.
Education as every member should do whenever he sees a newbie.
Education is what few do. Listening to the TS chatter, normally the reaction is "Ah, a lolwut. Just blue him and move on, or even report him if he got angry because he did not understand what was going on".
The lesson he needed was:

As he clearly did not know that, he must have been a newbie.

Me no report, especially when the server need new players and he wont report me I think. Just a kid, who need some time to get some experience, but sure you were right, he did some mistakes.

Sure you are right, I have nothing against it, but since I wasnt on my Angel char I couldnt start to explain the rules for him. In these kind of situations I usually send them a message after the encounter with the url of the forum. Thats all what I can do for them while being ingame with a character like that.

i don't speak engrish, and just got this game
It is annoying, i hear ya. Especially when you can tell they don't do english very well. When this happens to me I try to educate them a bit, it sucks cuz your RP is already shot, so you might as well try to bring them into a position where they may start to understand and be able to play along more next time. Once the RP is (unfortunately) ruined, i'd say you're safe to talk oorp enough for some pointers and a fair warning (on how to survive in a RP server, no threats necessary).
If he reports you, he's going to end up sanctioned. Most times, when its from newbs, its idol threats.
In the end, they figure it out how this server works. Especially when words switch to blazing turrets, they all understand that much. Hopefully it either provokes them to smarten up and get their stuff together, or leave. Its a shame to see a potential player wasted, but they also have to understand enough to communicate, just like the real world. I usually take it easy on them the first time, after that, they get the same treatment as everyone else, and if they can't keep up SO BE IT.

Does the server really need new players like him? To me, sanctions are rather some kind of rule education instead of punishment.
And a player who'd be willing to respect the rules, would continue playing even after a warning/sanction. This might sound elitist or arrogant, but I doubt that these kind of players would be a great loss to Disco's roleplay environment (in case he'll quit after being warned/sanctioned).
