****INCOMING TRANSMISSION****

COMM ID: Captain Jane Hartman
TARGET ID: Captain of the BH-Roena.Calintia
SUBJECT: Attack on a Republic Installation
ENCRYPTION: Low
PRIORITY: High

Captain,

This is a formal notice of charge following your actions in Manhattan orbit earlier this evening. For your reference, the appropriate report has been made available to you below.

HARTMAN, Jane Wrote:The second item for discussion powered into Manhattan orbit shortly after I finalized my discussion with [REDACTED]. A second Junker, a Collector Fighter flashing the name of Scraper entered Manhattan orbit with a full load of cardamine. In a rare bout of common sense, the pilot obeyed Fort Wayne's order to halt, and Junior Lieutenant Travis was in the middle of organizing a pick-up by the LPI's Manhattan Narc squads when a Bounty Hunter Gunboat identifying as BH-Roena.Calintia exited the West Point lane and proceeded to engage the smuggler, in the middle of negotiations, in defiance of my orders. The smuggler was agile enough to evade most of the hunter's fire, and transferred the majority of his cargo to Fort Wayne for disposal. Meanwhile, the hunter's errant firing stuck Long Island Station amidships, triggering the automated defenses, which opened fire, forcing the hunter from the area, and burning enough fuel in the process to necessitate me calling up a reservist Grizzly from the 724th on Pittsburgh to replenish supplies.

It's a disappointing day when a cardamine smuggler proves to have more common sense then the supposed 'proud partners of the Republic.' I'll be dispatching a message to the Hunter in question shortly regarding his attack on a Republic facility, and in the meantime, I'm requesting that the Orca gunboat BH-Roena.Calintia and any other ships registered to that pilot be removed from the registered hunter's registry indefinitely.

The log is documented below.

Code:
[LN]-LLS-Fort.Wayne: Hartman: Lieutenant, send an alert to the narcs. They can confiscate this rubbish planetside.
[LN]-LLS-Fort.Wayne: Travis: Aye, aye, Ma'am.
[LN]-LLS-Fort.Wayne: Hartman: And where was that?
BH-Roena.Calintia: Cardamine and a bounty eh scraper? Nice and easy now
Scraper: somewhere in New york
[BH-Roena.Calintia opened fire.]
[LN]-LLS-Fort.Wayne: Hartman: Easy, Hunter. The situation's under control.
[LN]-LLS-Fort.Wayne: Hartman: And I don't recall telling you you could move, Scraper.
[LN]-LLS-Fort.Wayne: Hartman: Hands off the trigger, Hunter.
Scraper: i cannot stay under fire
BH-Roena.Calintia: HE is bountied. He is mine
[LN]-LLS-Fort.Wayne: Hartman: I appreciate that. You're cleared to evade.
[LN]-LLS-Fort.Wayne: Hartman: He's my subject, Captain. This isn't open for debate.
[LN]-LLS-Fort.Wayne: Hartman: Stand down, or I'll have you out of that ship faster then you can say 'liscense revoked.'
[LN]-LLS-Fort.Wayne: Hartman: Scraper, get planetside. The narcs'll confiscate that load at Hatten's docking port.
Scraper: i`m sorry, i cannot do that
JM|-Purple.Haze: Oh how I've missed the joys the liberty.
[LN]-LLS-Fort.Wayne: Travis: Tell me about it.
[LN]-LLS-Fort.Wayne: Travis: Ma'am? Which one of these morons do we shoot?
[LN]-LLS-Fort.Wayne: Hartman: I'd prefer both of them, Lieutenant, but that ain't an option.
[Scraper attempted to transfer contraband to Fort Wayne's cargo bay for disposal.]
Scraper: take some
[JLT Travis ejected alloy for later collection.]
[LN]-LLS-Fort.Wayne: Hartman: Cargo's cleared.
Scraper: your cargo space is full
[98 standard units of Cardamine transferred to Fort Wayne's bay. 1 remained aboard Scraper.]
BH-Roena.Calintia: Gonna run like usual Scraper?
[LN]-LLS-Fort.Wayne: Hartman: Scraper, I expect that ship on Manhattan in the next twenty four hours.
Scraper: Im not running, just avoiding some useless people.
[LN]-LLS-Fort.Wayne: Hartman: Roena, I'd advise you start looking through the classifieds.
Scraper: But what happened if i`ll refuse?
BH-Roena.Calintia: I did my homework. LN. That Junker is bountied and I fully intend to collect his head from the wreckage of his ship
Scraper: And that guy make a bounty for Gallics.
[LN]-LLS-Fort.Wayne: Hartman: Oh, you want to talk now? You had a chance, earlier Hunter. We're done here.

For reference, neither the Criminal Database or the Republic Bounty Board lists Scraper by name.

As a result of costs incurred by the Republic of Liberty in mobilizing reserve forces to replenish supplies aboard Long Island Station exhausted by your gunship, a fine of 35.000.000 Standard Credits, payable to the logistics vessel [LN]-LLS-Lakewood is hereby leveled against you, payable within three (3) days of issue.

Further to the damages listed above, your actions were judged to be in violation of the articles of Liberty Law noted below:

The Republic Of Liberty Wrote:
III. Assault.

The assault of any member of the Liberty forces for any reason is illegal, unless specific verbal exemption is given for a particular instance by a member of the high command structures of the Primary Fleets only.

The assault of any civilian for any reason, including the collection of bounties, is illegal. The only case that this is allowed is if that civilian has breached the law, and only if permitted by a representative of the Liberty forces.

Bounty Hunters, Mercenaries and Freelancers are allowed to collect against those already part of groups that the Liberty forces consider hostile.

The Republic Of Liberty Wrote:
IV. Non-violent crimes.

In addition to the most common crimes as outlined above, it is illegal to commit the following in Liberty:

Causing, contributing to or participating in a public disturbance.

This is defined as encouraging or being a part of a public disturbance, which includes, but is not limited to, verbal or physical altercation between individuals, polluting the house of Liberty by dumping toxic waste into space and destroying property under ownership such as cargo depots.

V. Obstructing the course of justice.

Any individual preventing, evading or delaying the administration of punishment on to an individual found to be breaking the law will be subject to any punishment deemed necessary by the ranking officer on duty.

The above is subject to further action pending Fleet Command review. Until such a time as all issues outlined in this message have been resolved, you are barred from participating in any bounty sponsored by the Republic Of Liberty. Further occurrences in the same vein as tonight's incident, or failure to pay the fines outlined, will result in harsher action.

That will be all, Captain.

All that stuff is well and good but I figure all the good I have done to help keep the tradelanes of Liberty free of pirates and other would be criminals has to count for something.

Ontop of the fact that this Junker in question is not known for abiding by the law that exists to protect citizens from criminals like him, this ONE instance aside. The bounty that was placed upon his head was NOT placed by any persons residing within Liberty Space so I believe that part of your argument might be declared invalid. Secondly. I never ONCE opened fire upon Long Island station and if I did, my guns surely did NOT do enough damage to do more then singe a hull panel or two. Nor did I open fire upon any naval vessel (unless the navy is now open to recruiting Junkers into their ranks flying piles of scrap for ships) in proximity to Manhattan or Long Island. I was doing my part to keep the scum that are Junkers clear for the good of the rest of Liberty's inhabitants. If any of this is unclear well I'd be more then happy to explain myself face to face with the one accusing me.

Captain Calintia,

You appear to be operating under the mistaken belief that this notice is subject to your approval. Let me be perfectly clear. The matters outlined in this transmission are backed up by gun-cam evidence and the testimony of both the crew of Fort Wayne and myself. They detail, in colour, you doing exactly what you claim not to, and firing upon Long Island Station. They also detail you firing upon the Junker smuggler Scraper, despite the orders given by First Fleet personnel.

They are not open for debate.

The Bounty Hunters Guild is permitted to hunt in the Republic Of Liberty by the good grace of the Republic, under the expectation that individual Hunters can be trusted with the power entrusted to them. The act of lawfully hunting criminal individuals is a privilege, not the right you appear to believe it to be. To put it bluntly, Captain Calintia, when you are in our house, you play by our rules. Liberty is not the Omicrons.

Blowing away a smuggler in the process of obeying lawful directives is not acceptable, regardless of who is paying you. It was an assault on a civilian vessel, in direct defiance of the orders given by myself. It is not an action I would accept from any sailor under my command, and it is not one I am about to start accepting from state contractors. The fact that the bounty you were attempting to collect was not sanctioned by the Republic is a matter for the LPI, and a subject I will leave to their investigators.

Ultimately, the Republic sees fit to trust you with weapons and the privilege of their use under the expectation that you can be trusted to employ them responsibly. Your actions, and subsequent failure to take responsibility for those actions despite visual evidence further demonstrates to me that trust was misplaced.

I hope that your next transmission will indicate otherwise.
