BACKGROUND

After the 80 years war against the GMG, the remaining members of the Rheinland Military were forced to withdraw back to New Berlin and surrounding systems. With the military weakened, a period of civil unrest followed causing an increase in criminal activity across Rheinland.

To counter the growing increase in crime against the civilian population, a council of high ranking military officers quickly formed a federal police agency. This agency was responsible for the enforcement of Rheinland law, civilian and trade protection, the staffing and management of Vierlande Prison, the suppression of subversive and rebel groups, and personal protection to the Chancellor.

After several years of hard-won experience, the Rheinland Federal Police are an elite police organization.

GOALS

1. Assist in the safe import and export of legal goods to and from Rheinland.

2. Maintain a safe and secure Rheinland through crime prevention and prosecution.

3. Suppress civilian rebel groups including the Volksfront (VF) and Landwirtrechtbewegung (LWB).

4. Ensure space communication channels are used appropriately and free from encrypted or spy transmissions.

DAILY ACTIVITIES

1. Provide police escort to transport ships coming from Bretonia to Rheinland, Liberty to Rheinland (passengers only), and Rheinland to other systems. A police escort is not an option for the trader to decline, its Rheinland law.

2. Stop and interrogate ships who might have been a witness to or involved in any criminal activity. This activity requires the development of fun and creative detective role-play in game and in the forums.

3. Arrest on sight all members of the Volksfront and LWB. If they resist arrest, use all necessary force to remove them from civilian sectors.

4. Confiscate and destroy all illegal cargo. Fine the pilot of the ship (see fines below). If they flee or resist arrest, destroy the ship and tractor in the escape pod.

5. Monitor the system channel for spy and encrypted transmissions. Spy transmissions typically begin with // or contain the letters lol. See below for more information on how to handle spies.

6. Assist the Rheinland Military as needed.

7. Patrol the Rheinland territories that include New Berlin, Hamburg, Frankfurt, Stuttgart, Dresden, Munich, and Halle.

EXPECTED BEHAVIOR

You must always follow the rules and respect the other players with the utmost care. You are expected to represent this faction within its established guidelines and highest role-play standards.

Out-of-character chatter of any kind in system-wide channels is strictly forbidden. This includes out of character messages marked with // or OOC. All situations can be resolved in character and RFP players are expected to serve as role models to others.

Never get mad or lash out at other players if your ship gets blown to smithereens. Laugh it off and learn from the situation. Always remember that this is a game and the goal is to have fun. We recommend you have more then one server character so you can continue to play the game in another system.

EQUIPMENT & ID INFORMATION

Tag/ID: Rheinland Police (available on Planet New Berlin)
Ships: Phantom and two shared bombers (Phantom can be purchased on Planet Holstein in the Frankfurt system)
Guard System: Halle is the guard system for the Rheinland Federal Police.
Weapons: Rheinland and civilian arms.
Naming Convention: (RFP)-Name or (RFP)Name depending on character name length.


POLICE REGULATIONS

1. Any vessel in Rheinland is to be ordered to halt for scan before clearance.

2. Naval, police, civilian, and freelancer pilot pods are to be dropped by the nearest available police officer. These pods are to be taken to the nearest station or planet. If the pilot of the ship refuses to drop the pods, destroy their ship.

3. Any form of smuggling is forbidden and punishable. First offence includes a four million credits fine and destruction of cargo. Second offense is incarceration (player must log off for 15 min) or destruction of smuggling ship. Materials considered contraband in Rheinland are Lawful Pilots, Slaves, Artifacts, Cardamine, Synthetic Marijuana, Counterfeit Software, and Nomads and Nomad equipment. No fine is to be issued for Das Wilde pilot pods.

4. Any form of piracy and/or coercion of the citizenry is forbidden and punishable by the destruction of the pirate ship.

5. All sorts of Nomad materials are forbidden in Rheinland space. Ships carrying these materials are to be instructed to relinquish them for destruction or leave Rheinland territories. Should the captain of the ship chose to relinquish them and the items are mounted on the ship, they are allowed into orbital stations only--not planets--so the items may be removed on sealed docks for destruction. Failure to comply with this is punishable with ship destruction.

6. Military ships from other Nations aren't welcome inside Rheinland territory unless they've been specifically invited and/or allowed in by the Office of the Chancellor. Said ships must leave Rheinland immediately. Ships failing to comply are to be terminated.

7. Ships larger than gunboat class are to keep a 10k distance from every planet inside Rheinland territory.

8. Battleships other than those tagged [RM] are banned from Rheinland space.

9. Liberty affiliated traders can only carry passengers into Rheinland. Ships containing any other cargo are to be turned back home under penalty of death. Destroy their ship if they refuse to take the shortest route home with their cargo on board.

10. System-wide transmissions that are encrypted or containing sensitive information are the work of spies and traitors. These transmissions usually contain // or lol. For first offence, warn pilot that encrypted messages or messages of an inflammatory or subversive nature are not allowed in Rheinland space. If the spy continues to broadcast these messages, destroy the ship by any means necessary.

11. Pilots displaying hostile activity are to be shot on sight without prior warning.

12. Pilots of unknown and doubtful activity are to be requested to leave Rheinland. Those who fail to comply in a reasonable period of time will be shot on sight.

PROMOTION REQUIREMENTS

Police Cadet to Patrolman: Tagged and ID'd Phantom light-fighter with four patrol reports posted in the RFP message dump.

Patrolman to Detective: Ten patrol reports posted in the RFP message dump. One-on-one PvP test.

Detective to Colonel: Twenty patrol reports posted in the RFP message dump. Police procedure quiz. Permission from Chief Inspector.

APPLICATION PROCEDURE

The Rheinland Federal Police welcomes applications from players new to Discovery Freelancer. If accepted into the RFP, we will provide training in role-play and combat tactics. We look for players eager to learn and who follow the directions of members of higher rank. Representing the highest standards of this faction will be your priority.

You must have previously demonstrated positive and respectful behavior toward other players in the game and in the forums. If you have received warnings, sanctions, or any other punitive measures from the Admins, your application will be denied.

Applications need to have a lot of thought and energy put into them in order to gain acceptance. Any application with too many mistakes or information we don't agree with will most likely be denied. But feel free to be as creative as you wish and give your character unique traits, but don't go overboard. You are the average person generally speaking.

Post an application in the RFP Recruitment forum that contains the following information:

its a shame that you guys are being overshadowed by the RM. I think it would be really cool if RM could actually stop doing police work and have some RFP chars to control the trade, so the Military it self would only deal with armed conflicts on a high scale like the hessian army blocking the s13 hole.

Other than that, I found the ingame-performance of your member to be flawless so far BUT i didn't had many encounters as you are quite inactive because of the stated reasons:(

And er .... there aint Cylons on disco;)

I can see you guys becoming more active in 4.85 when Rheinland gets it's SHF, an equivalent of a swat van, to stop those pesky trader smugglers:P

I agree that the proximity with the RM is an issue, but I see a different aspect of it. I don't think most of the RM personnel would mind relinquishing some of their responsibilities over to the RFP, as dealing with civilians, both foreigner and domestic. The problem I see is that the RFP and the RM work too close together when the pilots are on, when they are supposed to be doing different tasks. Even though it's fun and inclusive to just gather up everyone in the same "chat room", I see it as detrimental to both factions.

The RFP is a different outfit from that of the RM and as such, even though the RFP obliges to the RM, you following us around is disruptive to the uniqueness of your own faction. To a point that the RFP ends up becoming a smallish, not so interesting part of the RM's RP. My point is that you have to strive to have your own dynamic going, separate from that of the RM. Yes, we can work together, but we should each see to our own affairs. It's not that we can't help each other out, but we should focus on different aspects of the defense of our nation.

The unlawfuls, for example. I think the RM shouldn't be too concerned with the civilian unrest represented by groups as the Bundschuh and the LWB. Those groups are supposed to be smaller and weaker than the Red Hessians, which are IMO the greater threat in Rheinland given they're much more militarized than the civilian types. The RM should focus in combating the Hessians and militarized groups from without. The RFP should focus in extinguishing the fires of revolution coming from the unsatisfied civilians and regulate civilian behavior.

As for smuggling disruption and space regulation, we better keep on cooperating. The RM should be much less evident while around the RFP regarding addressing the civilians. We should focus on the actual perceived threats, known hostiles and unresponsive ships.

I agree with Blodo about the SHF. That ship needs to be RFP exclusive. I all for RM not using it at all. You guys need something to call your own.

Good point here. I would be happy to see the RFP playing a more distinct role without messing the mutual ties.

Anyway. my first experiance with you guys was when Monk came and helped tip the tides in a battle between my Rheinland GB and a Rheinland Bomber vs a wayward Outcast destroyer, so I'm biased. but you guys have been really cool so far.

You know what would be an interesting thing? If the LWB and Bundschuh factions would fly to match the size of the RFP. Since the RFP flies LFs exclusively, the civilian factions could fly to be a match to them. The RM would largely ignore them, considering them police business. I know that the bulk of the Rheinland unlawful players have one character in each of those factions anyway. This would help better outline not only the RFP's RP, but also that of the unlawfuls. Right now we have a mess of things in Rheinland, even though it's a cool and fun environment. We have RM/RFP at one side and the unlawfuls at the other side. The factions are too close together to have a distinctive RP of their own.

We need to mature to get over the...
