I am Captain and Commander of the LNS-Cincinnati, Maverick O'Howell. This transmission's purpose is to address some concerning issues arising at Ames Research station in Kepler. The Primary fleet might know. The zoner's might know. But there is some due communication between the secondary fleet and the Law books pertaining to the No-Fire-Zone surrounding the station.

Here's the brief. There have been a rising number of Xenos, Pirates, Rogues, and other unlawfuls gathering under the protection of the NFZ. Loitering around the base and committing acts of piracy.


*ahem* Now. Here's where the problem lies. These persons seen on scene are admin about the naval and police forces not firing upon them at the zoner institution. They're using this ruling as a blanket of protection and refuse to leave, moore/dock, obey demands of the Liberty and Kusari forces in the area upon arrival.

I know there was a treaty. I've read it. We are given the permission to engage hostiles within the NFZ providing there is proof of a crime, or the criminal has entered the NFZ. Also we may ask loiterers to leave or dock and use force when necessary providing the previous statement, evidence of crime. I've also come to know that the signee of the zoner administration is now deceased. So Liberty is calling the treaty to be Null and Void. However in the rule book as given by West point academy, as it states here-

This speculation, misconception, and hype of this No-Fire-Zone is becoming a headache and hassle trying to tell the unlawful parties present to be on their way and that we have the power to do so. I've gotten transmissions from escape pods of those parties telling me off and that zoners won't be happy. For some reason, they want to argue. Which makes me want to order my crew to shoot a shockray straight through the cab of their ship or Pod. I try to be polite and as professional as I can. Also trying to get the secondary volunteer forces to know about where Liberty and the Zoners stand in accordance of the treaty and the point at which we may do our jobs.

Please. Please. Clear this mess up before there end up being frustrated pilots who think they can't do anything and those pirates and terrorists feel overjoyed. And as soon as we leave, continue to pirate RIGHT IN FRONT OF THE STATION.

I await the reply from Officials, Primary fleet, Or Zoner administration of Ames with great patience, but do return one to me very soon so I can inform the rest of the 5th Fleet and secondary forces.

Evenin' lads-

Sad t' see such fools usin' my station as a sanctuary an' base for protection from their illegal activities. While Ames has always maintained a neutral stance with regard house politics, I have ensured we respect ta naval forces of both Liberty an' Kusari, as we are located directly between ta two houses.

With that said, I request that any person or pilot caught using Ames for any illegal activities that would bring harm t' Ames or it's residents should be brought t' my attention, an' I will ensure they are denied docking rights. Of course, should any of ta naval or security forces catch such criminals around Ames, you have my permission t' remove them from ta vicinity. Until a new treaty is signed or agreed upon, they cannot use Ames under that loophole.

What I do request though, is that ta Naval forces respect Ames an' it's citizens. Ames is not a Liberty station, nor Kusari. It is a Zoner station, under my administratorship. As such, there are families an' a large staff aboard with billions of credits invested. Any aggressive actions around Ames should be carefully monitored an' used only when absolutely necessary. Pirates may ignore this, but I would hope ta lawful forces are kept t' a higher standard. I know my staff an' ta families here will be grateful in knowing that Kusari and Liberty forces had their safety in mind when operating in ta area.

Should any concerns in ta future become apparent, please inform me. Ta last thing I want t' see is some military force around my station without my prior knowledge.

Just received your transmission in the quarters of the Cincinnati. It's a fine day to receive a response in less than 24 hours.

So what you mean to tell me and show me is... The treaty is LITERALLY null and void and essentially never existed at this point. Once I show up on sight, Cloaked in the Nasty 'Nati and See some baddies doing bad, Grab guncam images of it. Uncloak. Ask them to leave. If they refuse to leave and say I can't shoot them, I record the conversation, Send a ray of focused light through their ships, and then send off the proof of them abusing the NFZ around Ames off to you Mr. Finn?

Just to make this clear and crystal before I go about telling the secondary forces and the unlawfuls. If all of this is true, then I'd enjoy bringin' a junker with me each time I head over to Kepler. They're always welcoming to having extra intact junk to rummage through.

If I have this correct, I will start telling the secondary forces immediately. No unlawful will abuse the power of the NFZ blanket as long as Cincinnati patrols.

Good day Mr. O'Howell,

For ta most part, yes. That is correct. Ideally, here is what I expect. You show up in a naval vessel for whatever reason, an' you notice that there are pilots who are engaging in criminal activity or are highly wanted by ta Liberty government. They are causing mischief, an' disrupting those passing by or are wanting t' stop by Ames. Hail them first, discuss options with them, whether that's arresting them or telling them to leave, all while recording ta conversation. If they refuse t' comply, an' violence is absolutely necessary t' apprehend them or destroy their vessel, then do so with weapons aimed away from Ames. One stray shot from them or you could costs precious lives aboard Ames, which then falls on me. Subsequently, I have t' go through mountains of paperwork an' comm traffic in order to get any sort of response from your government over this issue, an' even further amount of time t' get any sort of war reparations. I want t' avoid this, as I'm sure you do. Lastly, any military actions around Ames are t' be reported t' me. Do not feed me anything like "Well it is a Liberty matter". Anything around MY station that could potentially endanger ta people here, or cause any sort of issues, are my matters. I hope you respect that an' will follow that. I would hate t' have t' contact ta Liberty Government because some Captain or even Admiral feels ta need t' act haughty.

With that said, I also do not want lives put in danger by those foolish enough t' engage in criminal acts around Ames. Petty crimes I am not worried about, neither should you. If ta situation warrants naval response, then I request again that you follow ta above. In order to make it crystal clear, here is what I expect if you feel ta need t' come to Ames officially in response t' an incident:

  • Hail an' discuss terms with ta captain
  • If unsuccessful, apprehend away from Ames, or with weapons firing away from t' station
  • Transmit all actions surrounding Ames t' me.

Until such a time when myself an' members of ta Liberty Government establish a new treaty, an' new laws are put into place, ta above is what I expect an' ask you respect.
