This is Lieutenant General Ryan Caparzo of the LSF Directorate.

I'll admit I was surprised when this came across my desk a few minutes ago, even with the known relative incompetence of the secondary fleet. I'm uploading the relevant files from one of our drones right now.

As you can see, there was a direct threat to one of our C class Predator Drones while near Hoover and West Point, from the 5th fleet. I at first didn't understand the context of a Junker, however after looking at Predator 44's logs, it seems it had followed a Junker Congress Pilgrim Liner due to the Congress being logged as "potential threats" by the Primary Fleet.

I don't understand why exactly a Naval Captain would threaten the LSF over such a thing, but either way, before I take this even higher I would think that Naval High Command would like to know about this.

The Predator drone had also locked down access to Secondary Fleet vessels to Hoover Station as an automated precaution. I'd like to note that I will be continuing this protocol until a solution has been found. To reiterate,Primary Fleet Vessels will still have access to Hoover however the Secondary Fleet has been removed from docking access and defense priority.

I expect a reply.

This is Vice Admiral Max Fox. Returning transmission to you about the person in question. Our apologies to you Lieutenant-General, and your fleet for this mishap. The accused is a new recruit to the 5th fleet wing, and was under superiority of an officer on duty. We are currently undergoing our own investigation to the matter internally and establishing limitations on rank and acceptance test before permitting naval personell into our ranks.

We will deal with this recruit with a punishment deamed liable by the Republic of Liberty, and reasonable by the fleet officers. I assure you that veterans of the 5th fleet won't threaten a Homeland security primary unit. And that being said, this WILL NOT happen again under our High command's watch.

Again we apologize for the inconvenience and insubordinance of the Captain of the Pegasus and we thank you for your time.

In order to finish the official statement of the Agency, as we have done in former communique, we are acknowledging the removal of the the docking restrictions for the Secondary Naval Forces including the Fifth Fleet.

We hope that such an episode of incompetence doesn't occur again.
