I honestly don't know who is in charge of the Wiki, that fact has never become clear over time.
As for the Angels, technically Meoshi, although he hasn't showed up recently. Most of us act individually, being held together by the helpful local xenomorph. Depending on what you want, I would suggest contacting Garrett since there isn't too much of an internal leadership. Honestly, we don't need it either.

I don't think anyone is actually "responsible" for the wiki. It's just a combined community effort to have information made available about the mod, to my knowledge.
There were a few specific people who were bigger contributors to the wiki than most, but I forget names, and I don't think they were "responsible" for it.
