The Lawful forces of Bretonia, namely the Armed Forces, the Bretonian Constabulary, and the Agents of the Intelligence Service, alongside the security teams of Bowex, BMM and Gateway.

I come to you today to update you on recent proceedings. The Kusari corporation, known under the name of Samura Heavy Industries, is hereby granted entry to Bretonia. Restrictions have been lifted, and they will henceforth be treated as any other corporation from a neighboring house, including full protection from House Authorities. I also extend this message to the corporations of Bretonia so that they might open their markets to the Captains of Samura Heavy Industry vessels that will be making deliveries from this point forth.

Cooperation is key ladies and gentlemen, and these are the steps towards peace. Your cooperation is much appreciated in this matter.

To all of you,

Although it's taken a while longer than expected, my past meeting with Samura's representatives on this very matter has come to fruition. To clarify our thinking with this, I've been asked to take a gander at explaining the change and its benefits for all of us.

For those of you who have served a considerable time in one way or another, you may remember Kusari being our strongest trade partner; even more so than Liberty - unimaginable these days!
These two wars, one current and one in the past, have changed things drastically for Bretonia, but also for Kusari to some degree. The frogs were a great threat then a source of trade for them, but now that they're getting the hang of democracy that seems to be changing. While there might be some lingering ill-will from the not-so-distant conflict, the goods they offer to us can go straight into our war effort instead of the Gallic one, and anything you lot can't sell elsewhere is bought at premium rates.

As for our protectors in the BPA and BAF, best to encourage them to avoid any route that brings them within range of Gallia or our local rabble of pirates!

Hello fellow Bretonians....

As some of you are no doubt aware, Gateway's distinction as a private-owned company as opposed to a state-sponsored one, has for many years allowed us much more privilege to trade within Kusari space than some of you others.

With that in mind, we would be happy to extend such courtesy and welcome new business of our friends in Samura. We will even provide escort should any hostile groups try to prevent them from reaching us with goods.

Let us hope that helping prop up the Kusari economy will help hasten their throwing off the shackles put on them by Gallia, so that the true menace may be thrown out of Sirius and return freedom to those under their thralldom.

I will inform my fellow BPA members of the changes. Just a couple of questions:-

1) Have Sumara Heavy Industries been informed of the correct ingress/egress to Bretonia?
2) Will they be required to have the correct Trading Licences eg Tau Trading Licence etc?
3) Do they know what Goods are restricted and partially restricted?
4) Is this also in place for their Traders that have the SHI franchise?

I would hate for our newest Trade Partner to fall foul of the Laws of Bretonia so soon after being given access to our Market.

To the Officers of Her Majesties most diligent Police Force,

To your questions, the answer most basically is yes to all. I will begin with the tau trading license. They should have applied for one by now, if not already been granted one. You should be able to view the permit yourselves.

In the matter of restricted goods, they are to be treated as any corporation, in that the knowledge of the laws of House Bretonia should be known to them upon entering, and any infringements should be duly punished. That said, any materials that you think may be useful to the war effort, legal or not, should at least be escorted to one of our shipyards, if you cannot deliver it without their aid. This does not mean they are exempt though.

As for this particular license, it apples to Samura Captains, and sub-contractors. However, any further licensing will be dealt with either for Samura proper, or individually for the sub contractors, of their own doing.

Ingress/Egress, should mainly be through Rheinland, or even Liberty if the tensions are not too high, but a Tau Trading License will allow them passage through there. I would advise you to discourage them on this course of action, but it is a risk they must decide upon alone.

Thank you for your prompt reply.

It is duly noted that Samura Heavy Industries have applied for a Tau Trading Licence. Knowing the Bureaucrats within the BPA this probably hasn't been processed yet. With this in mind we will ignore any entering via the Tau 31 to Newcastle Jump Hole and as long as none of them use the Leeds or Dublin Jump Holes then they shouldn't run foul of us.

Good day sir, I am troubled to report that earlier I arrested a samura ship, due to the Bretonian Charter of Interstellar Law, section:

Despite the current cessation of hostilities with the Republic of Kusari, transit rights have not yet been resumed. Kusari trade ships (see: 1.4 - Definition of Entities; Republic of Kusari) found within Bretonian borders are to drop their cargo or turn it over at a Bretonian base, and fined 2,000,000 credits before being escorted to independent space.

Not being properly updated to reflect this change. Which I was only just made aware of, having been on leave at the time. As someone doing my best to be a diligent police officer, I always try to stay updated on the law, but the main way of doing this is our charter of law, as it is impossible to track down every old transmission, that's what it's for! There isn't even anything in our treaty database, which I also try to stay abreast of.

As a police officer who tries to enforce justice, I feel sad at the thought I may have failed, and let down by the government, who's laws I rely on to guide my actions. Fortunately the Samura ship in question was also breaking 3 other laws at the time - breaking the leeds embargo, landing on gallic controlled-leeds, trading with Gallia, and traveling to the taus without a license. So there was no miscarriage of justice in his arrest. However we may not be so lucky next time.
Therefore I request whoever was in charge of updating that section be replaced by someone competent, who will do so.

P.S: Id also like to inquire why we did not insist our own trade and mining Companies; Bowex and BMM, were allowed equal rights to enter Kusari, if the Kusarian Samura trade and mining company, is allowed to enter Bretonia. I can see that due to the war with Gallia and Samura support for our Exile allies, as well as lack of Samura support in the Kishiro-Backed Kusarian government, it would be difficult to secure simple tit for tat permissions, but it seems a wasted opportunity to do something for our proud national corporations, who are so vital to our war effort.
