New Tokyo summit - The Republic of Kusari - 03-14-2014

Esteemed members of the Parliament,

The Ministry of Defence followed the New Tokyo summit with Gallia's emissaries, and finished studying the reports sent by Naval Forces ruling body, hereinafter referred to as the Admirals Circles.

Mochizuki Tatsuya, current head of the Naval Forces, was kind enough to compile his thoughts regarding this event :


This a report about the proceedings of the first Gallic Summit in Kusari.

We welcomed the Gallic delegation in Tau 23 with the Ise and some fighter craft escort ships. After a short greeting, we escorted them to Kyushu and halted near the Nagumo due to technical difficulties on the Gallic ships.
These took about an hour to resolve during which some smalltalk was made, mostly concerning Kusari's geography and the likes. At the same time, an Outcast fighter was roaming the system, but was quickly dispatched by our own fighters.
Finally, we moved on to New Tokyo, where the representatives of our keiretsu were already waiting. Additionally, a Freelancer ship was selling drinks in the orbit of New Tokyo, and some Journalists were around trying to record the meeting.
After securing the area, we started to hold the talks in space.

I will give a short summary of the discussions between the Kusari Naval Forces and the Gallic Royal Navy.

The first point of discussion were joint military operations between the KNF and the GRN. Of course, these would not include the war between Gallia and Bretonia. We decided that Naval Forces and the Royal Navy should work together in the Taus to weaken and destroy the Outcasts and the Colonial Republic. Both are common enemies of the two houses.

Additionally, joint training exercises between the two navies were discussed. This would mean an exchange of knowledge, both concerning strategy and tactics in an effort to increase the efficiency of both forces.

Also, the GRN have asked us for a different stance regarding the Council. Until now, they were unwelcome in our space, but we have not actively hunted them in the border worlds. It is questionable if we should change how we treat the Council. We rarely meet any of their ships and they are avoiding Kusari already.

Another request was to open Kusari for the GRN logistics division. I see no problem with that and suggest that to be implemented immediately. This will bring more traffic to Kusari while causing no forseeable problems.

Finally, the last point of discussion was also the one with the biggest impact. A protective pact between Kusari and Gallia was proposed. This would mean that the two houses would support each other if war was declared on any of the two.
Of course, the current war between Gallia and Bretonia and Liberty respectively would be exempt from this. Only future wars will be considered.
Our decision on this subject has to be weighed carefully as there are both advantages and disadvantages to it.
The gouvernment has to decide how heavily we should bind ourselves to the house of Gallia.


The meeting ended without problems and the Gallic delegation returned to Tau 31. All in all, the summit was a success. Now is the time to use our friendship with Gallia to strengthen Kusari's position. However, we should not forget that we are equal partners and not Gallia's servant.


It results from the above that :
  • The House of Gallia wishes to cooperate more closely with our military, by agreeing to participate to joint operations, training exercises and perhaps a personnel exchange program. While such an initiative will be profitable to the Republic, by allowing us to control better our West borders and protect our assets against criminal organization such as Outcasts, my opinion is we should be careful not to allow Gallic Royal Navy to learn too much about our strengths and our weaknesses. There is no guarantee the House of Gallia's attitude will not change in the future.
  • The Gallic Royal Navy wishes Kusari to take a more active stance against Gallia's criminal organizations, namely Council and Maquis. The ministry doesn't see any issue with it. Our economy significantly relies on the trade with the House of Gallia. Our best interest is to keep commercial lines safe between the two Houses. Furthermore, we cannot allow more criminals organizations to gain influence in our sovereign space.
  • The Gallic Royal Navy wishes its logistics division to be able to transit via Kusari space. While this looks acceptable, I must insist on the fact insurances must be taken GRN won't be targetting Liberty corporations in our space. We cannot allow Kusari to become a battlefield.
  • The House of Gallia is ready to consider to sign a protective pact with the House of Kusari. Such an initiative could be quite dangerous for our House, as the House of Gallia appears to be fond of making enemies. While I can see the benefits for Gallia, I do not see many for our House. I can only advice the members of our Parliament to carefully consider the consequences, both positive and negative, before taking a decision regarding this point.

I remain ready to answer to your inquiries. If the Parliaments wishes to listen to Naval Forces High Command opinion regarding decisions to be taken, the Ministry of Defence can summon them before the Parliament when you please.

Lastly, the Ministry of Defence allowed Kempeitai ruling body to send directly their appreciation to the government.
