The gank in itself is most hated by people, as there are many OC caps in NY nowadays. I wonder if the outcasts have some kind of secret shipyard inside the Badlands. Might explain the sudden raise in Ranseurs in New York.

Pirates need stronger figureheads to educate them in some form about being more like pirates and less like an unlawful militia.
Seriously, piracy in Liberty is quite dead. The problem stems from the over-aggression of lawfuls which has prompted pirates to do less piracy and focus more on being freedom fighters. I will say that the issue does not lie in unlawfuls having capitals however.
