Your ships have been found violating the laws of Kusari.
As detailed by this report, one of your ships was smuggling Helium-3 across the border to Liberty.
This is, as you are aware, a violation of the recent embargo against the house of Liberty.
Additionally, this shows that you deliberately decided to ignore the embargo and breach our laws.
Therefore, we have decided to issue a fine against your company.

You are hereby to pay 200.000.000 (200 million) credits to the Kusari Naval Forces.

Until this fine has been paid, [USI] ships are unwelcome in Kusari.
If we find you traversing Kusari illegally, additional measures will be taken against your company.

After looking through our records, we plead non-contestant to the charge of one of our convoys breaking the Kusari mandated embargo. The convoy in question was not instructed directly from top-management to act in such a way. However, our internal investigators concluded that they were acting under the belief that they were benefiting Universal Shipping, Inc. (“USI”), Minnesota Mining & Manufacturing (“3M”), as well as the Republic of Liberty (“Liberty”).

According to the internal report, the convoy in question was knowledgeable that Emlenton Storage & Exports (“Emlenton”) required resources within Kusari that was stated as a restriction within Kusari’s embargo. These resources were necessary for not only as reserves for Liberty, but also towards the recent projects that the staff on Emlenton has been working on. One of these projects includes a significant upgrade to the base. After speaking with the Lead Engineer of the project, it is evident that the project would have failed if this convoy did not attain those resources at that time. The Convoy Leader was aware that Kusari had rejected previous attempts to reach a settlement with Liberty. Therefore, he felt as if they had no choice but to attain those commodities.

This particular event is an isolated one, and we agree to pay the fine that has been demanded. However, let it be known that USI finds the embargo distasteful, and we believe we are not alone. A simple evaluation of the magnitude of consequences that this embargo has led to concludes that it continually results in a loss of profits for the economies of both Kusari and Liberty. Kishiro Technologies is just one of the corporations that are experiencing the damage first-hand. They may be charging us more for H-fuel, but the quantity demanded has significantly decreased; so much, in fact, that their profit margins have been plummeting by our calculations. Furthermore, USI, Ageira Technologies, and Deep Space Engineering have all abandoned the trade lane network in Kusari since the inception of the embargo. If other restrictions are put forth from the Liberty Corporations, the result will not benefit anyone. I would like to use this response as a counter-request to rescind Kusari’s embargo on Liberty.

Trenton-san,

The fine was paid and as such [USI] vessels may traverse Kusari again.
However, be warned that another violation will lead to more severe consequences.

As for your statement regarding the embargo:
The Kusari Naval Forces only enforce the embargo.
We do not decide if the embargo is to be rescinded or not.
That is only in the power of the parliament, as you are certainly aware.
