Greetings,

My name is Chris Tyler, CEO Counselor of the Orbital Spa and Cruise and I would like to speak to you about a project that could be beneficial for Liberty and particularly for Pennsylvania people. I don't wanna waste your precious time, so I'll go straight to the point.

The project name is "Orbital's Jurassic Park" and as you may guess, is about building a unique theme park, with the intention to create a new place of interest for tourists. Will be a kind of controlled natural environment for growing many different of vegetation types, flora and fauna species brought from all over the Sirius, especially those that are considered to be at risk of extinction and in some way will resemble Earth of Triassic period. From the financial view, according to our preliminary research, the project will be a long-term one and the positive impact will not be immediately felt, but once that will be finished, could attract more than 250,000 visitors a year and Liberty tourism will receive a significant boost.

However, the project is still in its early stage and is not public yet, since the documents are not ready. Firstly, we need investors that are willing to go the long haul, establishing contacts with various companies like Planetform Inc. or Cryer Pharmaceuticals but more important that that, we need to find the best location possible to accommodate the most species possible. After extensive searches and investigations, we concluded that planet Erie have the most proper climate system. We found there an small uninhabited island, named Pelle, with a surface area of 41.79 km2, temperatures that rarely go over 32 degrees, precipitations relatively well distributed year-round and it seems to be exactly what we're looking for.

So, this is why we contact you today! Honestly, we are not sure if can Orbital Spa and Cruise afford to buy this island. But we thought that maybe there is a way to get your consent before any of our plans and operations can commence. Maybe a special price on long term rental or something similar!? Definitely, it will be a big 'kick-ass' against gallics tourism market!

It is a pleasure to make your acquaintance Mr. Tyler. I am Sergeant Jonas Valent of Liberty Police Incorporated. Deputy Chief Sinclair has designated me as your contact on this matter. Let me begin by saying that we at LP Inc. appreciate our cordial relations with OS&C. We are always willing to help corporations like yourselves with any reasonable request asked of us.

However, Your proposed project raises some concerns. First among these concerns is the need for absolute isolation of Pelle Island from the rest of Planet Erie. A project like yours will require meticulous setup to guard against the accidental release of any lifeforms from the island. If I remember my Earth history classes correctly lifeforms comparable to the "Triassic" period were very large and inherently dangerous. With this being the case we CANNOT allow any lifeforms to ever escape the island.

We recommend a large scale security system including (but not limited to) Large Electrified Fences, 50ft Moats between fences and tourist areas, Computerized Motion Tracking systems, Genetic Engineering to prevent the creation of the amino acid Lysine in the lifeforms, Anti-Air batteries to deal with any flying lifeforms, Sufficient Handheld Weaponry and Ground Combat Vehicles to pacify the lifeforms if needed, and Sufficient Security personal to protect against Sabotage and/or Terrorism.

As far as the renting of Pelle Island. That should pose no problem at all. We will presently negotiate with you over the length of lease and price of this island. Unfortunately though this island is not completely uninhabited. After you contacted us about this matter we dispatched a survey team to Pelle Island. We found in the interior of the island a middle aged man living in a small hut. He claimed he was a mathematician who needed to get away from the world to focus on his work. As he kept going on at length about subjects such as "Chaos Theory" and "Unstable Systems" the survey officers feel he may be mentally unbalanced. When informed of the details of this project he became extremely agitated and started to run around screaming "Life will find a way." Our survey officers left him be but he could be relocated without trouble.

We request you send more detailed plans of your proposed project but as of now we are giving your project our tentative approval.

Please also submit a bid for the lease of Pelle Island.

I would like to thank you for your kindly response. We agree with your suggestion that the Pelle Island should be isolated as much as possible from the nearest inhabited lands. This measure is essential for the Erie's population safety, especially during the period of construction and we count on your cooperation to help us in this matter. But we feel the need to highlight again that this park will be professionally designed with the clear intention to become an unique tourist attraction and certainly not a dangerous place for its visitors or for the planet itself. We strongly believe that the "Orbital's Jurassic Park" is not expected to have a direct impact on the natural environment.

As I mentioned earlier, the project is still in its implementation phase but the results, so far, are promising. Before publishing the draft plan, our concern was to find a sponsor. Fortunately we were able to get the support of "The Bank of Your Needs", who promised to cover a part of the financial costs. Also, we needed to know your stance in order to determinate the exact location of this park. And now, it seems that we are ready to push things forward.

However, given its complexity, we are definitely aware in some sort of a general sense that a such kind of project may have unexpected turns. Regarding the process of bringing various life-forms on the Pelle Island, we have to admit that Orbital Spa and Cruise corporation does not have qualified personnel and proper equipment to perform an accurate analysis of potential risks. Therefore, in order to avoid any unwanted incidents, we're going to get the support of the Planetform Inc. and Cryer Pharmaceuticals, as for the construction phase of the park we intend to contact the Deep Space Engineering. They have many specialists very well prepared and without their help, this project will fail. So... depending on the success of negotiations between us and these corporations, this project can take anything from a few months to a couple of years.

About the mathematician found by your survey team on Pelle Island... Hm... Honestly, we really don't understand what he mean to say by "Life will find a way.". Anyway, an old proverb says "There is no great genius without a tincture of madness." so... mentally unbalanced or not, we respect his work and the Orbital Spa and Cruise is willing to give him a uninhabited island on planet Curacao, named "Wilson". I know that is very small compared to the Pelle Island but it could be the ideal place for continuing his research about "Chaos Theory" and "Unstable Systems" or... to enjoy the quiet and the solitude offered there, for the rest of his life. Please feel free to forward this offer to him.

Now, as a next step in negotiations, we should submit a bid for the lease of Pelle Island but... Well, I'm gonna be direct and honest with you: we're more interested in buying rather than leasing this island. Although we have some experience in the real estate industry, setting a price for your property depends by many factors: geographical, meteorological etc. We all know that buying, renting or investing in properties is a big decision. On Curacao, the price for an island may vary from a few tens of millions to more than one billion of credits. But in this case, things are different. Indeed, with a surface area of 41.79 km2, the Pelle is a real big island and... its value could be five hundred million credits, as well as one billion... or more...

Somehow we have the feeling that local authorities are not willing to sell this island and probably we should consider option of renting. Therefore, prior to any bid, we would like to know your appraised value for this piece of land. Also, we request your approval to send one of our teams there, for a secondary assessment, in order to have a clear vision before to submit our final offer.

I have just finished reading over your latest message. I am very glad you agree on the importance of isolating Pelle Island from the rest of Erie. I was also pleased to hear that you will be enlisting the help of Planetform Inc. and Cryer Pharmaceuticals. Im sure between yourself and these other coorporations setup of the island should go very smoothly. As always LP Inc. will assist if needed.

I have relayed your offer to that crazed mathematician on Pelle Island and I am awaiting a reply back. I expect your offer will be accepted though we at LP Inc. will expect your company to handle the removal and transportation of this individual to his new home.

You have my approval to send your survey team out and assess the conditions on Pelle Island. Also during the course of these negotiations you are welcome to send out teams at your own discretion without needing my prior approval.

Now as far as Pelle Island goes. We here at LP Inc. feel that due to the scope of this project and potential liabilities, Rental of this island would NOT be in our best interest. We are proposing to completely sell this island to OS&C. As you seem to understand the size of Pelle Island is considerable and therefore the price will also be considerable. This map shows the area we are willing to sell. This area includes 41.79 km2 (16.14 sq mi) of landmass.The maritime boundary extends out 1 mile from the Island.

LP Inc. has assessed the value of this island at 756,387,873 credits. However, since this island is virtually uninhabited and has no strategic value I will not be asking full market value. Unfortunately I can also not sell it too cheaply because the shareholders of LP Inc. would then hurl me into the nearest star. I feel that 500,000,000 credits would be a fair price for Pelle Island.

We here at LP Inc. understand that this is a considerable sum and we can negotiate some sort of payment plan if needed. There may also be some room for negotiation on this price. If you choose to move forward please submit an official bid and we will go from there.

I am also curious about your plans for bringing tourists onto the island. Will you be building a spaceport onsite or will you be ferrying them in from the mainland?

I'm sorry for the delay in replying, but I've been busy with some administrative tasks, due to my new position of Chief Marketing Officer of the Orbital Spa & Cruise. Now I have executive power but also more responsibilities.

But let's return to business. After intense research, we have came to conclusion that "Pelle Island" it's worth its value of 756.387.873 credits and we really appreciate your big support in this project. The offer of 500.000.000 credits is very attractive. Unfortunately we cannot afford to pay this amount in one go. Therefore, we would like to negotiate a little bit terms of agreement. So, here's our offer to you.

The Orbital Spa and Cruise company is willing to pay 600.000.000 credits for "Pelle Island" but in three installments over six weeks. This mean that we will transfer to your account 200.000.000 credits at every 2 weeks.

Regarding the transportation of that mathematician, don't worry. We will take care of him. And to answer to your question, yes, we intend building a spaceport on island as a security measure for people's safety from planet Erie.

If the Liberty Police Incorporated will accept these terms, please provide us your bank account details and the first installment will be paid immediately. The proof of payment will be sent to you through this channel and then we'll move forward with the construction phase.

LP Inc. has looked over the terms of your bid and it has our Preliminary Approval.

I request a face to face meeting so we can iron out the details.

The main point to work out will be the Spaceport located on the island.

As far as this Spaceport is concerned;

1. LPI will have unlimited docking rights at this port due to Planetary Safety Concerns.

2. This Spaceport will be labeled as an Emergency Repair Station.
This means any disabled ship located near Pelle Island must be able to dock for Critical Repairs.
Any disabled ship's crew will be restricted to the Spaceport so as not to disturb your operations.

3. Orbital Spa and Cruise will be responsible for the Upkeep and Security of this Spaceport.
This includes Ship Repair, Maintenance of Facilities, Customs, Docking Rights, and Private Security.
This WILL be subject to oversight by LP Inc.

4. LPI will be issued 20 Guest passes a year for free.
These passes will be for Senior LPI Officers to "inspect" the stability of the island.
These passes will admit one Officer and provide lodging, park access, and food while they are "monitoring" the park's integrity.

These are NON-NEGOTIABLE terms for approval of this spaceport on Pelle Island.

I understand that OS&C is currently electing a new CEO but I find the lack of any response troubling.


I request an update on the status of this project.


Is this project moving forward?

Have there been delays? If so, Please Explain.

Has the financing gone through on this project?

When do you plan on beginning construction?

Have the terms set on the Spaceport by LPI been agreed upon?



If you are not aware the details of this project have become fairly public.
Recently, I have received several offers from private speculators for Pelle Island .
I believe their goal is to buy up Pelle Island and turn around and sell it much higher to OS&C.
So far I have blocked these offers however very soon I will have to entertain them.
Our shareholders are becoming impatient and I will be forced to sell this island to another party if OS&C is no longer interested.

My name is Susan Miller and I would like to send my sincere apologies to you for the lack of responses regarding the "Orbital's Jurassic Park" project. Truth is that our Board members were focused more on the current internal election process. As Mr. Thomas Bryant stated already, this is a long-term project and requires careful consideration of potential benefits and risks. Mr. Chris Tyler, the OS&C representative who contacted you so far in order to discuss about purchasing of your island, was my counselor, but now he is the Chief Marketing Officer and due to the increased responsibilities, probably he hadn't had enough time to examine the terms and conditions imposed by Liberty Police. Mr. Bryant is currently the Chief Communications Officer of Orbital Spa and Cruise but also, is one of the candidates and could be the next CEO. I mentioned these details to make you understand that we are all interested in the evolution of these negotiations and the "Orbital's Jurassic Park" project is extremely important for us. I assure you, whoever will be the next leader, our company does not intend to give up to it. That's for sure!

Meanwhile, I'm still the CEO of the company and I'll try to give you a view to your inquiries regarding status of this project. Things are not so simple. Besides financial resources, throughout the development of the "Orbital's Jurassic Park", we need to take in consideration many other aspects. For a better understanding, I will provide you an overview of steps considered essential for the success of this venture:
  • [1] The Financing - We estimate a total investment of approximately 2,5 billion credits but it is possible to be even higher. So far we have allocated 1,8 billion credits for the project development and we hope to find more financial resources, through a marketing program that is planned to be promoted soon.
    [2] The Location - As you already know, we did research and Pelle seems to be the most suitable location for the park construction. Therefore, as Mr. Tyler said, Orbital Spa and Cruise corporation is willing to pay 600 million credits for your island.
    [3] The Licensing - Before anything else, we need to ensure that all our future actions will be conducted in compliance with the legal framework imposed by local authorities. To be more explicit, before populating the park with various species, these should be investigated by scientists and involves to be transported throughout systems that belongs to other houses. In this regard, we have received already the approval from Bretonian authorities.
    [4] The Environment - Before beginning the construction, due to the variety of species and climatic conditions that must be provided for them to survive, we will need by some small-scale terraforming operations over the terrain, climate and atmosphere of the island and this suppose a cooperation with Planetform Inc.
    [5] The Construction - At this stage, we will begin the park construction, and of course, building of a spaceport. But if we want to be achieved at the highest level of quality, we will need the support of the Deep Space Engineering specialists.
    [6] The Security - Once construction is completed, we must to endow the security personnel with adequate weapons and probably Ageira could help us a bit in this matter. This step is extremely important to avoid any possible incidents. We don't even dare to imagine what may happen if any of those wild life forms will escape outside of the controlled environment.
    [7] The Populating - Finally, will follow the effective populating of island with those species, prior carefully studied by Planetform Inc. scientists and the Cryer researchers, but also by the Synth Food specialists in order to determine what type of food will be needed to nourish them. Other negotiating and business agreements...
    [8] The Inauguration - Yes, that's the final stage. Promotional materials, advertising... and all stuff related to the marketing. Definitely, the tourists will be very excited to visit the "Orbital's Jurassic Park".

Regarding the four NON-NEGOTIABLE terms imposed, we have no objection and could be considered as 'an acceptable agreement'. Given the busy schedule, we would be grateful if you agree to skip over a face-to-face meeting, and to continue negotiations through this communication channel. And to demonstrate that we are really interested in buying the Pelle island, I sent an attachment with a proof of payment of the first installment of 200 million credits, from OS&C|Bank to LPI-Jonas.Valent[S], as you requested.
