Hello
I dont understand very well the rule of engagment
If attacked player runs off from attacker out of scanner range or vice versa
and dock for refill and come back in action
Does that count as pvp death or he is free to reengage?
Btw; is this right thread to ask such thing?

If he docks less than 10K away from you it's forbidden (same as PvP death, he can't go back to continue fighting in the next two hours), but if he docks far away from you (let's say... 14K) it's allowed.

If you saw no "Name_Surname requested to dock", then he is allowed to engage once again.
