How about taking it from the Server's place ?? city where the server's is located. And instead of Speedtest.. We should have a data from http://www.pingtest.net/

10 MBits/s down and 1 MBits/up. Does the job very well, considering that I pay 5€/month and share it with 3 roommates. Also, I mostly use the university WLAN for working/studying, which has like 100 MBits/s up/down. %)
And here with Frankfurt where our server is located at.
