Here's the conversation in question.

So my question is, can nomads indeed shoot everything they desire without actually having to go through the ungodly burden that role playing is?
Jokes aside, I've been gone for a while and I need to get my facts straight.
Does the word freely in their ID also means silently or do the rules apply in full force for nomad indies too. ( As they most likely should.)

Nomads can shoot anyone without RP, except for the Wild, and maybe Outcasts(not sure)

They just need to get out some of their squishy language before shooting you. But silent engaging is not in the cards. In that case, sanckshuns.

Since I've never seen any nomad RP that I found interesting, I think that's perfectly fine.

Uhm... Moriarty, aren't you contradiction yourself when you say they can shoot without RP, and then say they have to push out their squishy language first?

My bad. I have been thinking that they cannot engage silently, but need to tell something in their weird language first. Since that is what I have seen all of the time I encounter any nomad ID.

So, if I understood correctly, rule 3.1 applies, however 3.5 doesn't?

What Gheis said in what I linked suggests that 3.1 doesnt apply.

3.5 is about bases, and the ID doesnt mention those. So I'm guessing 3.5 still applies for nomads.

Shooting is an act of roleplay. However, to avoid abuse "some kind of roleplay" is needed. Doesn't have to be a clear engagement notice' which allows you to shoot someone.

Wilds are nomads, so why should there be a difference?

No, it does not. I asked it countless times from Angels and Admins. Freely means they do not have to have RP REASON to engage (political relations, piracy attempt/demand, bounty claim, law enforcement). Yet, they have to drop at least a few lines of engagement notification.

Yep. The worst has happened, we’ve provided for another open engagement ID. That’s right, fire away, no roleplay is required, although it certainly is encouraged.
That line is still in the Nomad ID. Until there is another official statement issued, I'm going to stick with the above quote.
