You don't "buy" it from admins really. And that specific ship, among few others. You need to have an SRP for to even think of getting one. Which already requires like.. how much, 250-500 mill? (Along with a rather good amount of roleplay, as I mentioned later.)
And you usually do not get any of that without good roleplay. It's not something you can just "get" because you want to.

As for the ship, you can only get it through Special Role Play requests. It doesn't mean to buy from Admins. Special role play requests require tonnes or work, and not everyone gets it. Begin by looking at previous SRP's, before you look at getting your own.

That ship is not available for purchase. If you want one, go read the policy for submitting an SRP.
