Have you checked here?
In short - add the Discovery file to the exceptions list in your antivirus. Usually that is what causes the problem.

I assume you reinstalled with antivirus temporarily off and with full administrator permissions the whole time?
Discovery pokes around with a lot of 'dodgy' files, as far as my limited awareness goes - something to do with the extensive anticheat plugin - so you might have issues getting it to run properly if you have an overzealous AV.
