Back in time we got an almost neutral relation which sadly changed to hostile by Kusari despite of the Corsair Law.
I'm one of those 'Space Burritos' - regarding that event in Honshu with TBH, Benitez, Sails and KNF. (still a great one btw)
Considering that Bretonia 'weak excuse of a drugged wannabe pirat' development and the Blood Dragon/Order thingy why not falling back to neutral all all?
All over the time the Corsair Law had supported Kusari.

neutral must not always mean neutral in reputation -in game - which is why corsairs are allowed to ally with kusari lawfuls against outcasts and such - other then that, they aren't welcome. Samura however is something else.

I think Corsairs can also ally with Hogosha.

As the others have said, I believe that Corsairs have amicable relations with Samura and the Hogosha, mainly through the artifact trade - which of course is legal in Kusari. Perhaps this, and the fact that Corsairs don't have much influence/hostile objectives in Kusari space, have kept things quiet overall. That said, they actively prey on shipping in the Sigma sector and so would probably be seen as hostile criminals by Kusari in general.
It's probably due to this that I've never heard about formal neutral/tolerable relations between the Corsairs and Kishiro, and that would be strained as they're Samura's primary rivals (if the samura-sair relationship was known).
In the old Kusari Empire, Samura's influence may have caused some under-the-radar toleration of the 'sairs, but generally speaking they would still be treated as criminals unless compared to more active threats such as the Outcasts. In the new Kishiro-backed (If I remember correctly?) Republic of Kusari, that factor would no longer be there.
I think the Farmer's Alliance are friendly to them, via their involvement in the food trade and fellow Hogosha allies. They're tied to Samura in vanilla lore I believe, so that could be a factor too, as is their opposition of the GC and Dragons. Exact details of their friendliness elude me, however.
GC are far too involved in the Cardamine trade and have too many outcast ties to even consider being friendly to the Corsairs. I guess that might extend by proxy to the Blood Dragons, although I wouldn't know for sure.
Mostly guesswork. And I might've missed some major roleplay over the last few years?

Of course, the war's over, but enough mistrust and doubts remain that relations with the Corsairs as a puppet to pick on Bretonia isn't that far-fetched of an idea. And I don't believe the Corsairs and Gallia particular care about one another, so that conflict isn't as relevant.
