SUBJECT: Fine for violations of Rheinland laws

Guten Tag, representative of [FL-ER] group...or company...or whatever you are. My name is Laura Carsten and I´m polizeidirektor of the Rheinland Federal Polizei. How´s the contraband smuggling going on?

*smiles for a moment sarcastically*

But let´s be serious now. Because I´m going to speak about serious matter. During last week, three your ships were smuggling and violating Rheinland laws in other way in at least four documented cases. List is starting to be quite long now.

Ship [FL-ER]Engr.Awaken was fined for violation of paragraph 2.4.1. of Article Two - violation of orders given by law-enforcement authorities’ representatives. Actually directly by me today after I had to catch him all the way through half of Rheinland. Not speaking about it´s cargo which somehow disappeared when I finally caught the ship.

Another and more serious violations: Ship [FL-ER]Pvt.Mota was fined by kadett Schmidt two times for violation of paragraph 2.1. of same article - shipping illegal goods, black market munitions to be specific. [FL-ER]Engr.Mycroft was fined by same officer for same offence, just the goods were artifacts.

Just to be clear, you can see hier parts of kadett Schmidt´s reports and evidence about criminal acts of your captains...

LOADING DATA ATTACHMENT
I wonder if you and mainly your captains have ever read Rheinland laws, especially the part about contraband and also disorderly conduct. You definitely should and your captains as well. If you have problems to find on the Neural Net, it´s hier:

OPEN RHEINLAND LAWS DATALINK

You know, we had there cases where one dishonest pilot or captain started comitting crimes without knowledge of his employer. But three different ships, that doesn´t look like this case for sure. Or you definitely don´t have your employees under control. But I will tell you how it looks from our poing of view. Right now your organization made impression that you are organized criminals. Smuggling group to be precise. And we don´t like these in Rheinland.

For this reason - as [FL-ER] ships repeatedly broke our laws - I will introduce to you another paragraph of them - 2.6.1. of Article Two. It says that "Any of aforementioned crimes" - which means contraband smuggling and violation of orders given by law-enforcement authorities’ representatives - "if performed by employees of a corporation are a subject for multiplied fines or sanctions against the whole corporation."

Your captains so far paid fines of 11 million credits in total. I will start with multiplying it by two, so I hereby issue a fine of 22 million credits to [FL-ER] group. The fine has to be paid within next 72 hours to account RFP|Arsenal and you will send confirmation of payment through message in this channel.

Maybe it will motivate you and your captains to follow Rheinland laws when you are in Rheinland. Also, I highly recommend you to stop breaking them. If you will continue the way you are going right now, or you won´t pay the issued fine, your permission to enter Rheinland space will be at stake. Your choice.

Polizeidirektor Carsten out.

Good Morning Officer Carsten. I am Captain Miguel Soares of the Free Lancing Escorts & Repairs.

Before i adress you on the real matter at hand here, i think it will be usefull for you, as a representative of the Rheinland police, to know a little bit more about our group, that way you will be able to understand and better control our activities inside your space!

Well... I would not say FL-ER is an "organization", much less a "corporation"... we're simply a group formed by a bunch of independant freelancers that travel around sirius, and the important idea to understand here, is that, a freelancer, in general, is an independant pilot that relies on no one and obeys no rules like the ones a Corporation usually has.

I Don't want you to get me wrong here... I'm not saying that we're a criminal group that goes around disobeying everything and everyone, that's not it. The issue here is that all of us Freelancers decided to join forces in order to survive in the harsh enviroment of sirius, BUT... every freelancer still keeps his independance, meaning that even our "higher ups" will never have truly 100% control over a freelancer's actions!

Regarding the matter at hand.
I am sorry to hear about what has happened with some of our Engineers, I personally do not want to have a bad relation with the Rheinland Police, nor do i want to be banned from entering your Space.

So, here's what i will do regarding the situation, I will, obviously, have a serious talk with the Engineers involved in these incidents and help them find a way to make some good profit without breaking your laws. Still, I am asking you, to bear with us freelancers a little more... I ask you too keep an eye out for these Engineers that have broken your laws, because, like I've explained in the beggining of this talk... I will never truly have 100% control over them.

I believe this incident can be resolved easily and fairly, Our men are not dumb people, i'm sure i can make them understand that breaking the law in rheinland is not worth the trouble of smuggling anything.

And so, I will, on behalf of our Group, pay the fine you ask os us and offer you my sincere apologies.
I am also willing to accept and enforce upon our Engineers any punishment you think would be fit... you know, you could use them for some community service around Rheinland... that might show them how there's good to be done in your House! eheheh.

I also ask of you, that you keep communicating with us regularly. I think we should keep close relations at least for now, until you can regain trust on our group.

If I was confusing in someway on this message, please make the appropriate questions and I will answer them with haste. I do hate misunderstandings.

Fine Payment

And with that i bid you Farewell for now Officer Carsten

Guten Tag, captain Soares. I´m glad to see such fast and mainly reasonable reply. Danke for providing information about your group as well. But despite I probably understand how it works, you must understand that pilots using same identification tag are considered as belonging to the same entity by us. If the problem would be with one of your captains, that may happen as I already said in my first message. But three of them, that´s too much and it creates grounds for punishing your group as a whole. If you want to avoid it, stress your captains to not violate Rheinland laws. Or get rid of of the troublemakers. Or at least strip your tag from their ships. Otherwise it can cost your group lot of money again or even already mentioned access to Rheinland space.

While your proposal about sentence of community service sounds interesting, no further punishments are needed as your captains already paid fines for their offences. Also community service is intented for minor offences and smuggling is major one. Just for explanation.

Your apology is accepted. I will hope there won´t need to talk again about any law violations committed by members of Free Lancing Escorts & Repairs.

Mit freundlichen Grüßen, polizeidirektor Carsten out.
