Hello Mr. Fisherman. When i made contact with one of your Association, they said to contact you.

You may be wondering what we could offer each other or even what we may have in common. Well that is simple.

Neither of our organizations like junkers or outcasts. We dont like the rogues either as they are just common criminal scum.

As to what we can offer each other, well.....

We need Food and Plutonium. Our sources tell us that you need Black Market Munitions. Perhaps we could come to an exchange agreement to the benefit of both of our organizations. What do you say?

Good evening Astraea-san, and well met. I am the one known as the Fisherman, and deal with various business in and around Kusari, for our own Takarabune Company, as well for the sake of other entities.
It is a surprise to hear from you. Although you neglected to mention from which organization your "admiralty" comes from, our common acquaintance refered that you represent the Hellfire Legion group.

As you may not known, the Legion has made contacts with the Hogosha in past times, on which I have politely denied pushing forward any business, due to "conflict of interests".

Now, while I have in the past decided to do so, the scenario has changed in my connection and affiliations. I not only try to keep my and my patrons interests in the Takarabune Company on top of my agenda, but now strive to coordinate efforts with the Hogosha Association, whose input on the matter showed me some new perspectives.

Our main issue that you still have some sort of "ties" with them Xenos is highly concerning. However, we realize that we have little in suitable partners in the underworld of Liberty.

Indeed, this trading proposals that you forwarded are deemed interesting enough for an approval, pending some conditions of course.

I know little of who are your friends and foes, other than you work well with the Xenos, but don't seem to share their hatred for our kind.
Considering the above, we are willing to welcome you aboard on two conditions:

- you will not attack or commit any illegal actions in Kusari sapce, other than an occasional "transportation of goods of unknown sources" that we have been talking about.
- you will not commit any acts that may cause the authorities to declare you unwelcome in Kusari.

If we can agree on this, I think we will have a good start regarding your presence in Kusari.

On the subject of the Liberty affairs, I will let our suggestion for a later occasion. For now I recommend we both agree to turn a blind eye to each other activities while in Liberty.

If you are willing to agree on the terms mentioned above, we will provide you with details of our installations, as well some guest codes for your ships to start visiting our warehouses.

If you have any questions, suggestions about Junker disposal, or equivalent information about your installations, I am more than willing to listen.

Your terms are no problem as the Legion already acts is this manner.

As to some of your other questions:
No, we arent Xenophobic like our erstwhile allies. We also dont attack or pirate traders and civilians. We only have problems with the corrupt and incompetent Liberty government and their lackies, along with the Rogues, Junkers, Lane Hackers and their Outcasts handlers.

As soon as we get the guest codes, our transports will start heading north.
