Greetings Rheinland and Heisenberg residents -

My name is Finn McCool, Director of ta Ingenuus Research Group. For those who are not aware of us, we're an independent organization originating from ta edge systems. Quite recently we have ventured more into House systems, with ta view of establishing remote labs and offices outside of our main research facility. With that in mind, our eye has become fixed on Heisenberg Research Station.

Having scoured ta neural nets for ownership, it seems Heisenberg has seen it's share of wear and tear, as well as turning more into a rundown Freeport rather than a modern research facility. As such, we hope t' change that. Having discussed in depth with our staff, we'd like t' propose ta following occupation of Heisenberg:

IRG Proposal Wrote:
- IRG establish an administrative staff at Heisenberg, with an effort to bring the station to full operating capacity
- All current residents will remain and see improvement in conditions, as well as offered staff positions with the view of maintaining Heisenberg efficiency and upkeep
- Contracts given to Rheinland corporations to repair and upgrade Heisenberg to a modern facility
- Laws established governing the station and the area surrounding it in order to preserve it's Freeport-like stance

With ta above proposition, I would like t' remind those currently occupying Heisenberg as well as ta Rheinland government that we do not wish t' disrupt or force ta inhabitants there into a situation they do not wish t' be in. We hope t' establish Heinsenberg as an open station, similar in nature t' a Freeport with residential modules as well as multiple common areas, but ta primary space and function of ta station dedicated towards state of ta art facilities and laboratories.

We hope ta above is acceptable, and we look forward t' working with you all in ta near future.

first off let me introduce myself, I am Frederik Sommer - Representative of the Bundestag chosen to respond to you in this matter of Heisenberg Research Station. Your communique has sparked interest in our circles and we've already been discussing the possibilities which could be gained by this action wildly. There are, however, a few important questions which would need to be answered before we can move onto a decision in favor of or against your request.

Firstly, The laws you have mentioned are one of our main concerns and points of discussion - Our question to you is this: What are your plans on these laws? Which laws do you intend to put into place? Will cooperation with Rheinland Lawmakers and Lawful Forces be guaranteed in this process?
-Secondly, why exactly should we give jurisdiction to your group? What can we gain from this and what are your goals?
-Lastly, What are your plans with the station itself? Do you want to expand it? If yes, how so.

If you can answer us these questions, Herr McCool, we will be able to further discuss your request.

Greetings Mr. Sommer -

A pleasure t' meet your acquaintance. I am glad that our proposal has reached your circles, and has prompted attention and discussion. I of course will be happy t' address any and all concerns raised by our proposal.

First, on ta subject of laws and Heisenberg. Our plans with ta laws, in complete cooperation with Rheinland officials, is t' have Heisenberg remain open t' all, and a civilian station through and through. While this does not mean that it would be open t' criminals wanted by ta Rheinland government, it is more so t' allow ta station t' remain an open for freelancers and non-Rheinlanders whom may find themselves near Heisenberg.

Secondly, which also ties into your third question, we plan on bringing life t' Heisenberg, and retrofitting it into a modern, or rather state of ta art research station. As of right now, it is run down station used for all manner of activities, which I doubt are related in any way t' "research". So our goal is t' retrofit ta station, and bring it back t' ta use it should be used for - Research. With that in mind, it would help ta government in that we would help and share developments we may make on ta station, thus furthering ta advancement of Rheinland's scientific aims, as well as short term of establishing contracts t' repair and update ta facility. Which would bring work and money t' ta various Rheinland corporations. As far as our goals? Well, we hope t' utilize Heisenberg t' establish a office or facility in Rheinland, which we hope will develop into various government contracts that will help us both.

I hope that best answers your questions. I also would like t' propose a meeting with a Rheinland representative at Heisenberg, where we may be able t' address any concerns in person. Let me know if this will be possible, and a good date and time. Thank you again for your attention Mr. Sommer.

Good day. My name is Katherine Pennybrooke, an independent researcher and explorer.
I have been based at Heisenberg for a while, and given the situation on the base I'm more than happy to see someone funding some renovations. Many facilities are not usable in their current state due to disrepair, and as a consequence few scientists have been visiting lately, except for those that appreciate the relatively remote but accessible location.

Which brings me to the next point. Everyone who comes to this place does so with the understanding that research is done for the betterment of their project, and not for the benefit of specific organizations.
There is a special atmosphere here, one of mutual understanding but respect for solitude.

I hope this Ingenuus group of yours can respect the value of privacy on this station. Most people here do not wish for more outside interference than necessary.

As long as you let us do our research here in peace, without any undue demands, I'm sure everyone will welcome your group's funding with open arms.

Evening Mrs. Pennybrooke -

A pleasure t' meet a fellow researcher and explorer. I was rather hoping their would be some scientists or researchers still aboard Heisenberg, and I am glad that hope was fruitful. As far as your concerns, they are justified of course. We do indeed plan t' change ta current state of Heisenberg into a much better space for all those residing, or researchers whom have future dealings with ta station.

As t' your second concern, you have every right t' be worried, considering you more than likely know next t' nothing about ta Ingenuus Research Group. While you may not believe me at first, I can assure you that given ta time, you will realize that we do not wish t' steal nor monopolize ta research being conducted there. Of course, certain precautions must be maintained, in so much that we would hate for some project t' prove dangerous for other parties on ta station. But this does not mean that we will have our fingers in every inch of research conducted, nor use it for our own gain or end. While we will appreciate collaboration between fellow researchers, and must at least be aware of types of research being conducted due t' ta aforementioned reason, we understand and respect ta privacy and bounds of our fellow scientists.

I hope this satisfies your concerns, and will gladly ensure ta IRG gains your trust.

Hmm, cannot say I am entirely familiar with your little scientist guild Mr.Mcool, but I also cannot deny that Science is a good thing, when used properly. I would not call myself a tenant so much as a frequent guest. I have a transport the trusty dusty 'Halli' as I nicknamed her. I do have one question, not that it really matters but I figured you may want to know. I do have a small quarrel with a certain Zoner faction and if their presence is near the base I really cannot guarantee their safety, Freeport laws or otherwise. On a last note, I have access to a large variety of commodities, simply ask and I will happily do what I can to capture them.

Your response was most pleasing and I am glad that you shared your intentions with us. I was very pleased by your extensive and honest answers on the topic.

Firstly, the plans for how open the station will be sound well, you might have to contact the RFP on some topics of known Criminals in Rheinland if you so plan.

Secondly and to the third question. I am very happy you wish to make Heisenberg a modern new research station and let it blossom again. I am excited to see what you will do with it and how you will improve the station for the researchers aboard and coming. There is not much further to say so I will keep my answer short. We've heard enough to be convinced you will do well. If there should be coming problems down the road you will surely hear from us, though I sincerely hope there will be no major incidents. I am placing my faith in you for this now. Mister McCool, you've been approved.
