To the administrative party of Heisenberg Research;

I come to you on behalf of the Vereinigte Widerstandsarmee, the foremost branch of the exiled Bundschuh movement. Put briefly, we seek to protect Rheinlandic civilians from their oppressive and autocratic federal government. The Bundschuh's forces played a pivotal role in saving all of humanity from destruction during the Nomad War two decades ago, if a lesser role than Edison Trent's.

We'd like to request long-term rental of one of Heisenberg's docking bays for two Widerstand snubcraft. These would be called upon when needed to combat threats such as invading Corsairs, unaffiliated Pirates, and the like. We subsequently choose our battles with the Federal forces very carefully.

I will personally pay any reasonable price for the rental of this docking bay, but a mandatory caveat for this agreement is that the docking bay not be accessible to anyone without the Widerstand's credentials and identification.

Good evening Mr. Klugmann -

I had wondered when someone like you would message us for a request like this. As Heisenberg is not run by any Rheinland organization, despite it's location, it was always home to those not exactly on friendly terms with the local government. We knew this as we started preparation to consider establishing ourselves on the station, and we recognize it now. We want Heisenberg to still remain an open and free station, and shall ensure it stays independent. We also are aware of the Bundschuh movement, and are sympathetic to your goals. The betterment of man, and giving freedoms that would otherwise be denied them, is one which we share and have the upmost respect for. With that said though, we do not wish to entangled in any conflict or war between political parties in a House that we ourselves are not a part of it. Whilst that does not mean we do not care nor are willing to help in small ways, we also keep our eyes and goals focused on our research that holds no political border. Surely you can understand.

As to your specific request, I believe we can be accommodating in providing a docking bay to your pilots. Here are the stipulations that we would request:

- Payment of 1.5million credits per month shall be deposited into the following account: IRG|Administrator
- Use of Heisenberg's docking bays shall not be used, whether docking or undocking, when Federal forces are near
- Attacking any forces, whom do not pose a threat to Heisenberg populace, is not allowed within a 30k radius
- Any conflict that puts Heisenberg populace in danger, that originates from your actions, will be considered a breach of contract, and docking rights denied.

We hope the above is respected, and understood. Essentially, should the above not be clear enough, we do not wish any conflict at Heisenberg, in any form. We do not want pirates, investigators, or Federal officers knocking at our door so to speak, or putting any lives aboard at risk due to your actions. Any situation that does will nullify the above agreement, and we will deny your docking rights. Should you though, respect the above, and agree to not risk anyone aboard, we will gladly ensure you are entitled to rent, long term, one of Heisenberg's docking bays.

We wait your response.

Mr. Lostra,

Putting at risk the lives of bystanders and the relatively-uninvolved is paramount amongst the Bundschuh's goals, and doubly so for the Widerstandsarmee. I fully acknowledge and understand Ingenuus' commitment to non-involvement in Rheinland's Second Popular Revolution-in-infancy.

In short; you do your jobs, and with this minor aid, we will continue to do ours.

Ingenuus can expect the payment and two arriving snubcraft within a couple days at most. If the Widerstand should somehow breach a term of the stipulations or if our credits do not reach you, don't hesitate to contact me on this channel again.

I hope we can continue to find common ground through reason.

I'm having trouble finding the credentials of the vessel or credit-account IRG|Administrator. Do you believe this is a simple technical error, or is there a better alternative recipient account for the monthly payments?

Good day Mr. Klugmann -

Apologies for the delay in response. During our very short time aboard Heisenberg, we've already seen some rather unexpected events. With that in mind, perhaps it would be best you and your pilots avoid Heisenberg for the time being. It should not be very long, but circumstances warrant that you remain off-station for some time.

As to the credit account, it seems there was an issue with that specific account. Please direct all further payments to IRG|Ambassador. Apologies for the mix up.

Safe travels, and we will inform you of when it is safe to dock on Heisenberg.

As I've yet to hear back from you regarding the progress of Heisenberg Situation, I'll be withholding further payments until I receive an "all clear". I hope you understand.
