As our movement has gone to great efforts to make known the truth of its origins and goals in the face of relentless censorship and falsehoods from the suppressive Federal regime, I will act under the presumption that you have at least a base comprehension of the Bundschuh's origins, means, methods, and intentions. In essence, the Widerstandsarmee has been aiding the Liberty Navy Primary Fleet for some time now in both overt and covert ways, most commonly by offering escort and recon, and on several occasions joining skirmishes as reinforcements friendly to Liberty. If confirmation on the matter is required, I would recommend requesting primary accounts from individuals such as Admiral Rohj Teerin, and former Admiral Rachel Baker. I am contacting you because I would like to formalize or re-officiate relations between our respective Party and House Government, respectively. We as an entity are forced to operate with subterfuge and caution, as our goals and ideology are incompatible with the tyranny of the Rheinlandic Federal regime. To that end, we resort to smuggling and survive largely from donation-collecting from those willing to aid our ideological struggle. Liberty produces or otherwise has available to it a large number of valuable commodities, resources, and trade goods that the Bundschuh Party often runs dangerously short upon. As our intentions and origins appear to often be misunderstood by Libertonian law enforcement, presently our "smuggling incursions" to Libertonian space are destined for Zoner-administrated stations within Pennsylvania or the open-to-most Junker installations dotting the House's environs. As public image of House Liberty amongst citizens of the Federal Republic rests at a historic low, I do not ask for open, public acknowledgement of our ties. I instead would like to request an exception to be given to the smuggling flotilla of the Vereinigte Widerstandsarmee regarding the war's embargo, the details of which I will detail shortly. I believe I have to the best of my ability thoroughly evaluated the laws of House Liberty; in so doing, I have deduced that Section Two will have little bearing on our interactions; we are very unlikely to seek construction of a modular base within the House's borders. Sections One, Three, and Four will have a larger role, and I will detail the Widerstandsarmee's requests sequentially as follows: - Section One, Article One; I would like to on behalf of the Widerstandsarmee request an exception to our carried-contraband status of slaves. Having spoken with Party Quartermasters quite furtively on the topic, our visits to Pennsylvania's Black Market in particular revealed a festering underbelly of slavery. While we of the Bundschuh Party entirely abhor slavery and would take moral law into our own hands were we to encounter slavers on more familiar territory, we believe that such a "sting operation" would cost many unfortunate enslaved souls their lives, or further drive their captors underground and take them along in the process. What we concluded would be to patronize these slavers if only for the purpose of freeing their captives, returning to Rheinland and setting them free at a certain hidden station highly suited for the purpose. This is not a hasty solution to the slavery issue, but it would save literal thousands if not tens of thousands of lives from their horrible fate. On a more limited scale the Bundschuh Party has for years used the aforementioned station to free many hundreds of dissidents and political prisoners, guiding them on to a new home of their choosing. I understand that this particular request is a sensitive and controversial one, but the request stands regardless. The Bundschuh have no further requests for exemption regarding Libertonian contraband otherwise, and our smuggling flotilla will abide by this law stringently. - Section Three, Articles One, Two, and Three; The Vereinigte Widerstandsarmee is often forced to make do with what stockpiles of equipment and technology we can receive or otherwise obtain, whether they be by our manufacture or not. Specifically, I would like to request exceptions for Article One's Moratorium on Rheinswehr Weaponry; Article Two's Moratorium on Rheinswehr Shiplines (e.g. Wraith), and Rheinland Revolutionary Shiplines (e.g. Odin); and Article Three's Moratorium on both Rheinlandic Transports (e.g. Behemoth) and "Pirate" Transports (e.g. Pitbull). As we certainly are not offering aid to the Federal Regime with our smuggling flotillas, I solemnly hope that the Liberty Government recognizes, at least with this excepting case, that technology can be used to noble ends regardless of origin. The Widerstand does not forsee the other articles of Section Three proving problematic to comply with. - Section Four, Article Three; I would like to request a universal exception to the Widerstandsarmee's smuggling flotilla regarding the Libertonian/Rheinlandic embargo of all legal and non-contraband commodities not viewed unfavorably by House Liberty when entering or leaving its borders. While composing ships and snubcraft of Widerstandsarmee flotillas and convoys would of course comply with any cargo scans or route diversions as dictated by ranking Libertonian law enforcement, it is my hope that this would lend a measure of alacrity to the Widerstandsarmee's operations. Put bluntly, we dislike staying in the open longer than we need to. I believe that covers the majority of the Vereinigte Widerstandsarmee's requests for concession and amnesty. I will keep this heavily encrypted communication transmission on standby should any other negotiation, clarification, or explanation from either party be required. We have carefully reviewed the requests you have made in your transmission. We look favorably on most of these requests with the exception of one. The Government of the Republic of Liberty does not and never will condone Slavery in any way, shape, or form. Therefore your request to carry slaves has been denied. 1. Due to the proposed exemptions, the Vereinigte Widerstandsarmee is required to pay an one time administrative fee of 20,000,000 sc payable to LPI-Leavenworth. This fee will be used to process and file the exemptions you are seeking. 2. Any illicit activity by the Vereinigte Widerstandsarmee will result in the immediate revocation of these exemptions. 3. Any attempt at selling previously restricted ships or weaponary to any outside party will result in the immediate revocation of these exemptions.
