To whom it may concern,
A recent report from one of our men was processed today and to our great distaste it's subject was an attack coming from the BPA to our pilot.

One of your officers recently has opened fire on Hellfire affiliated ships, a transport specifically, luckily it was saved by our fighters in Magellan. To our surprise, BPA)Waldorf.Salad remained in the vicinity of the Freeport 4 and destroyed the transport after its escort had left. Let me remind you that negotiations concerning neutrality between Bretonia and the Legion were still in effect when the attack took place. Why exactly have we been through negotiations to preserve neutral relations and the clearance to pass through Bretonian space? I've attached the log, you should be receiving it soon.

Let me forward you some communications that took place a long time ago between your Armed Forces and the Legion, here. The last time you acted aggressively towards us, it didn't end well for your forces.

We are supporting your resistance on planet Leeds by supplying you with necessary goods, such as munitions and food rations and transporting refugees out of that warzone, not to mention that we are co-operating with Bretonia against the Gallic forces, only to be treated with hostility when the situation suits you. I am truly disappointed by your actions. We will receive this as a cancellation of our previous pacts and as an act of aggression untill you provide some explanations for your actions. I would advise your forces to avoid going beyond Freeport 4.

Reporting confrontation with BPA while transporting sidearms from [REDACTED] to [REDACTED].

BPA)Waldorf.Salad presumably scanned my cargo while I was passing through Manchester; commanded me to stop. I refused to comply. I did not return fire until BPA fired multiple shots (non-cruise disruptor) on my shields. I successfully took down his shields and then escaped via jump hole to Magellan.

Waldorf followed to Magellan and pursued along trade rout to Freeport 4. [HF]-Fulcrum came to my aid and I escaped with his help.

I sold my goods at [REDACTED]. and picked up Black Market Munitions so that I could fly another rout through Leeds. I have an Adv. Deep Scanner, and I was watching for BPA. I realized I'd forgotten to restock Nanobots and Shield Batteries, so I went to Freeport 4 -- no sign of BPA on my way to the station. When I exited Freeport 4, Waldorf and at least one other BPA were waiting for me, and Freeport 4 was also hostile.

My ship was totaled, and my cargo taken. I've had my ship repaired at Freeport 4. No significant capital lost. I'll be resuming trade via another rout.

Good Day Grand Admiral Chloe Taylor,

We have read the Transcripts of the Reports from our Two (2) Constables involved in the events of 08.02.822 which eventually involved the destruction of one of your Trade Ships.

We find it strange that the Hellfire Legion who claim Neutrality with Bretonia can so easily believe they can flaunt our Laws whenever they feel the need.

At 21:51:11, Constable Waldorf Salad, picked up a scan of a ship that was carrying Side Arms. Seeing as this is a Restricted Cargo, within Bretonia, it was enough justification for the Constable to request the ship to 'Cut its engines' whilst he did a full scan.

At 21:52:14 Constable Salad gave his first of Four (4) instructions to your Captain. This was near Kensington in New London. The final instruction was at 21:56:14 and this was given near Birmingham Station in Manchester. This, as you can see is was exactly Four (4) minutes in which your Captain failed to comply.

At this point your Captain gave some half-hearted excuse of 'my controls are broken'. From speaking to our Constable we find it very commendable of the flying excellence of your Captain as he managed to steer his ship from Birmingham, through the rocks to the Magellan Jump Hole, in to Magellan and to Sector D5 in Magellan, where he met up with a Wing of Legion Pilots, with broken controls. Even more commendable was his ability, as mentioned by our Constable, to fly backwards whilst also shooting at the said Constable. Once our Constable noticed that One (1) of your Patrols had come to the rescue of your Transport he decided that it was time to move away.

Constable Salad headed to Freeport 4 for some minor repairs and some essential supplies. He was also waiting for another One (1) of our Constables, Constable Smith, to catch up with him so that they could return to New London.

Once the Two (2) Constables were together at Freeport 4 they discussed what had happened. This was when they noticed your Transport heading their way. Your Ship headed to the Freeport and just before he docked the Constables scanned him and noticed that he had a full hold of Black Market Munitions. BMMs are illegal in Bretonia. Bretonia along with Liberty have joint Jurisdiction over Magellan.

When your Transport undocked from the Freeport he was given Three (3) separate instructions to cut his engines. The first at 22:25:05 and the last at 22:26:18, this was a total of One (1) minute Thirteen (13) seconds in which your Captain failed to respond. This left our Constables no option but to destroy the Ship.

We would assume, Grand Admiral Chloe Taylor, that within your System your Laws are to be obeyed by your Citizens and Visitors alike? Bretonia has the same expectations.

Your Captain broke Bretonia's Laws:
1) Carrying a Restricted Cargo
2) Failure to stop when requested by an Officer of the Law

We have checked with the Licencing Department and have found no record of the Hellfire Legion holding any of the Licences to carry Restricted Goods within Bretonian Space

We have added a portion of the Law pertaining to the Transportation of Restricted Goods for your and your Personnel's perusal.

The events of that Day were no way intended to restart Hostilities between the Hellfire Legion and Bretonia. But be aware Bretonia expects certain adherence to her Laws by ALL Citizens and Visitors alike.

If you still feel that the Hellfire did no wrong on that day then please feel free to Petition the Bretonian Government. We stand behind how our Constables acted that day.

We have also included a Copy of the Transcript for your perusal.

Grand Admiral Chloe Taylor, as far as we are concerned the Case is closed and hopefully your Pilots will obey our Laws. We await for your response.

You're stopping arms which we supply from the black market from being delivered to Bretonian freedom fighters on the planet's surface and prevent shipments of supplies to reach us, who I may remind you FIGHT the Gauls? You should consider joining the Gaul ranks instead of pretending that you work for the better of Bretonia.

As for the lack of official documents in your public database, if you search somewhere else, somewhere secret, you will find the necessary documentation that shows our allowance to traverse through Bretonian space with a pass for various cargos excluding any known drugs, slaves, artifacts, human organs in exchange for our assistance in the war against the Gauls, either by actively engaging their forces or as I said earlier, assisting the freedom fighters on planet Leeds via supplies while keeping our appearances away from the public. The negotiation was classified to prevent information from leaking to the public as it endangered your relations with Liberty.

However, because of your inability to read the uncomfortable situation that your recent aggression and naivety has put us in. we are forced to believe that our assistance is unwanted from now on. In that case, we will cease providing you any kind of help and we will consider any Bretonian miltary presence in Magellan very unpleasant.

Grand Admiral Chloe Taylor,

So you would supply the Bretonian Freedom Fighters with what could be potentially inferior and possibly dangerous weapons? We believe that, if that is the case, then we would rather not have your aid, no matter how good your intentions are. If you supply your Troops with this type of weapons then we feel sorry for them.

Our Troops should have the best weapons available and they should expect them to not explode in their hands when they need them the most. With that we expect all weapons they use to have a Certificate of Authenticity (CoA)so that their manufacture can be traced to a Legal Weapons Manufacturer. As Black Market Munitions, by definition, are never found with a CoA then the Bretonian Government has deemed them as not worthy of our Troops.

As for searching somewhere Secret, we have no need to, as we have all the information we require for our Constables to carry out their Duties. Our guidance for our Constables, to carry out their duties, can be found here:

We have include it for your perusal. Until such time as these Laws are change, then Black Market Munitions, from what ever source, will be illegal within Bretonia.

Grand Admiral, seeing as you seem to have knowledge of an alleged Classified Agreement, we would be very interested in seeing such a Document. If Members of the Government and/or the Armed Forces have brokered such an agreement we would more than happy to look in to this possible illegal activity.
