To whom it may concern,
I am Grand Admiral Taylor of the Hellfire Legion. I am contacting you about matters that require your expertise. As you are aware of, we are staged in Liberty, a place where everything can go wrong in mere seconds, if you are not on the side of Liberty. Lately, we've been having encounters with suspicious individuals and groups carrying Nomad equipment on many occasions, however, we do not know if they are still human or if they've been infected.
Rumours have it that you have developed a scanner that identifies any abnormalities. If they are true, we would like to obtain some of them, in exchange for something that you would need, be it credits or services.
I'll be waiting for your reply.

We are indeed in possession of devices with capability to detect Nomad-related abnormalities within could-be-hosts. Make no mistake through, it is constantly developed line of prototypes with certain shortcomings but it does what it is supposed to. I will make arrangements with quartermasters to determine amount of scanners we will be able to spare. Question of the payment: The Order does not particularly desire credits, specially when it comes to the Nomads. We are aware of Nomad infected operating from within Liberty Armed Forces prior to their own institutions discovering that threat. They are nowadays known as "Division 9", you may have already seen them.
As we understand, Hellfire Legion has considerable assets in independent worlds surrounding house of Liberty. We in particular have interest in maintaining safe ports and listening posts on the border, as locals favorable to our cause are not necessarily capable of maintaining necessary front for our fleet in House itself. Our special interests within your common zone of operations lays in Kansas and its surroundings, which you tend to 'police' according to our spies and operatives in the field.
If Hellfire Legion can aid us in this matter, you can consider it a 'payment' for 'services' provided.

Nice to meet you Admiral Golanski
The information you revealed to us concerning Division 9 has shed some light to our inquiries about their legitimacy as a detached part of the Liberty Security Force that has rebelled against Liberty. The Hellfire Legion has negiotiated co-operation terms with them, unknowingly of their infection. If things are as you say, then we might have an issue and we will need those scanners sooner rather than later.
As for your "payment", I suppose you're looking to establish an outpost in Kansas? If that is so then we'll need to discuss it some more if we are to reach a conclusion. Mainly reasons and the scale of it, unless of course you have something else in mind.

Apologize for late answer, neural net is not too stable recently.
Maintaining a depot of our own would be costly enterprise, something we seek to avoid given plentiful of other options available to us. Entire region, Kansas being quite prominent system under our watch is necessary for our continued surveillance. Reason is both simple and obvious: aliens. Fringe systems far from colonial control are peculiarly dotted with remains of Slomon K'Hara and Daam K'Vosh. The lesser people know the details the better but I assure you, for the most part your neighborhood is not active. Our job is to keep LSF and them alike away from these remains which for various reasons cannot be simply moved or decommissioned.
To be exact in what we request is ability to stage and resupply our fleet from one of your installations if possible. We rarely deploy anything bigger than singular warship with smaller escort into Liberty or its borders. First visit may bring the equipment in and personnel to familiarize Hellfire Legion with devices we bring in. We can use this occasion to talk about those relics privately as well. Awaiting your answer.

High Command has discussed your request and has decided to approve it. For now, we will allow the Order to use America Base in the Vespucci System to stage their activities from. If our cooperation goes smoothly and appears to be of benefit to us both your clearance may be extended to other areas in the Vespucci system.
There are a few things we wish the Order to keep in mind. The Order will have to make sure their operations do not in any way cause harm to the Hellfire Legion.
