To Whom it May Concern:

I have recently been investigating the Junction wreck in the Kansas system with a mind toward salvaging and refurbishment for use as an international research station. It is my intention that the base be a neutral station for research and development focused on stellar phenomenon related to power production. I would like to install a temporary base in the system to support the refurbishment, which may or may not remain after the permanent station is in place.

I contacted a member of your organization by the name of [HF]-Marius.Pain and he indicated that he would forward my request to discuss my project with High Command.

Today, I was contacted in return by [HF]-907-Striker who provide me this comm account.

Good day Mr. Alestone.

I am Grand Admiral Taylor, in charge of the Legion's diplomatic and internal affairs at the moment. Your request to refurbish the Junction wreck in the Kansas system, you did excellent to ask us first by the way, has been discussed and a decision has been reached.

The decision was that we cannot allow for individual "international" stations within the Kansas system as it would invite other entities who would possibly be a threat to us, such as Liberty and perhaps Bretonia. Simply put, non-Legion installations that could be used against us at some point the future will not be allowed within the core of our space.

However, should you pledge your allegiance to the Legion in secret, there is hope for it yet. We will aid you in your effort and defense of the station and perhaps provide some scientific hands to help you with your research. Ofcourse, the station will be fully under your control.

Kansas is not a system you would like to be on your own as many dangers lie there, Rogues, Junkers, Outcasts and even the Liberty Navy that could jeopardise your installation if you choose to deploy it without the necessary support. So if you want to proceed with your plan, I suggest you pick your allies carefully.

Grand Admiral,

Thank you for taking the time to respond. As a former warship Commander, I can appreciate that someone of your seniority has many things to do at any given time.

I have contacted Liberty and have documentation from them that they have renounced their claim. I also have it on good authority that the Junkers would not be against this endeavor. Should I get your approval, my next steps would be to formally file for ownership in both Bretonia and Liberty under Admiralty Law as relates to salvage in international space. Legally, that would grant me ownership and a measure of protection from "lawful" attacks. I realize that the area is what the Core worlds consider outlands and therefore potentially suspect, but the potential for outlaws to act seems to be no worse than any other location outside of House space.

While I have recently been conducting business in Liberty, my current home port is Oceana Station in Cortez. Additionally, in so far as such things matter, my legal citizenship, by birth, is Gran Canaria in Omega-49. I do not mean to offend, but I am not a member, on either side of your cause, of the nation of Liberty. While I can certainly understand your need to secure your borders, it is not my desire to become involved in your House's internal affairs.

I must ask what you mean by "pledging my allegiance" to the Legion? Am I incorrect in percieving that you are placing your approval of my continued efforts in Kansas in declaring sides in a patriotic struggle for a nation not even my own, or would you be proposing an alliance?

My intention is to create a neutral station in a fashion similar to the the various Freeports. Any station in a potentially contested system must be able to manage a set of dynamic tensions. That being the case, I would not object to an alliance. Would it be possible for me to prove my willingness to work with you in an alliance? Perhaps I can ship some variety of supplies that you might otherwise have difficulty acquiring or execute some mission on your behalf. One of the benefits of my position is the ability to move from House to House where people with more... pronounced affiliations might have difficulties.

Mr. Alestone, I am aware that official claims of your allegiance or alliance with us will attract unwanted attention on your attempt to restore the Junction wreck. All I am asking from you is to be our secret ally, as in, don't backstab us by doing things we don't like such as cardamine trafficing and slavery, and we will sponsor your project. If that is okay with you, then you'll have the permission you need from us to place a station in our yard.

Grand Admiral,

I have never trafficked in immoral substances, and I have no intention of allowing that to be the case. My primary interest in Kansas specifically is access to Dark Matter and the fact that, aside from various transient parties, no one is there to contest me doing my research.

I can abide by your stated restrictions without reservation, and would welcome both security and any other support you are offering.

As a first step, I am proposing to put a working base in orbit around Wichita. This would be a minor, Class 2 at the maximum, station to receive supplies for the base, and to house the work force. In order to maintain the local balance of forces, I would not be arming the station, unless that is your recommendation. It would be nothing more than a storage depot by nature.

Should this meet your approval, we will proceed within the week.

Mr. Alestone, we have decided to approve the existance of your project, however, the execution of the project will have to follow the guidelines given to you.
