Greetings representatives of Kusari republic,

I am ERS. Sarah Cryer, Director of R&D and Medical departments in Cryer Pharmaceuticals. Probably, You all know We are trying to improve current medical technology, develop new pharmaceuticals and help people in Sirius. Our experienced transport captains are trying to spread our pharmaceuticals, licensed Human Organs and our new and most famous product called Stabiline all over Colonies. However they have noticed one problem and they asked us if we can somehow fix it. Tau systems are full of different people. For example IMG miners, Kusari civilians, Gallic civilians and soldiers, but Maltese warriors as well and I am more than sure you know they are trying to spread their Cardamine and Influence around. They however try to import slaves and then force them to use Cardamine and if they want to start their lifes as lawful civilians then they need something to replace it. And here we are with Stabiline, we also heard IMG saved some slaves heading to Alpha and we would love to help them in Taus.

Good day to you, Miss Cryer. I hope you find yourself in good health.

I am Daisuke Morinaga, of the Secretary of Public Health Department for the Republic of Kusari. I would like to offer our apologies for the delay in communication. Even to our foreign partners, such delays are inexcusable.

We have reviewed your request, and took our time to arrange a suitable compromise for for the needs of Kusari and the Public Health of its citizens.

In regards to the Human Organs transportation, these are currently under strict regulations, due to the need to control the origins of the organs, the sanitary and health conditions of their transportation throughout Kusari space, and that they reach only certified institutions and facilities that require them for legal health procedures that are observed by the laws of Kusari regarding Health and Scientific practices.

With this considerations, it is apparent that longstanding Kusari corporations that have for decades, if not centuries, followed these regulations to the letter, and enjoy an unparalleled reputation in regards to medical and research practices.

Cryer Pharmaceuticals, should it be able to prove that their transports are capable to ensure the optimum standards for the transportation of the Human Organs, they would be allowed the limited transportation of said cargo, bound to research centers and hospitals in Kusari, or to certificated foreign facilities in other Houses. Such details can be discussed, if you are still interested in proceeding with this compromise.

In terms of the pharmaceutical substance "Stabiline", produced by Cryer, we are aware of the latest developments regarding it's development, reported to the Public Health Dpt. by Samura Industries division. We are pleased with the progress the companies have presented in the past year, and the controlled implementation in our prison system.

The republic of Kusari is willing to provide a license to Cryer vessels for the transportation of the Stabiline substance under the following conditions:

- All shipments inside Kusari space may fall under the supervision of the Kusari law enforcement authorities.
- The only possible destination inside Kusari shall be the Fuchu Prison Complex.
- The cargo shall not be sold on any other location in Ksuari than the ones previously mentioned.
- All Stabiline shipments heading to Liberty, Gallia or Rheinland are to be reported to any law enforcements operating on the field, and should request escort if available.
- No shipment of Stabiline may leave Kusari trough the Tau regional border.
- Any vessels and crew found in violation of these terms are subjected to legal repercussions on the spot, and subsequent implications may befall to their employers.
