To the owner(s) of Wichita Orbital R&D,
It has come to the Legion's attention that you have constructed a base around the orbit of Wichita, in Kansas. I'll take it you didn't know any better, so here's the short of it.
Kansas, as well as Magellan, Humboldt and Vespucci, are part of the Commonwealth of House Liberty, of which the Hellfire Legion acts as the military arm. Although it is good to see interest in developing civilian activity in Kansas, it's not clear to us if your station fits into thiat criteria. It should be said that the we will in no way shape or form permit a base to exist if it was built without Legion consent, or if it serves as a haven for the Liberty Navy, Junkers, pirates, and/or any other enemies of the Commonwealth.
Additionally, should you group prove to be part of any Narcotic, Artifact and/or slave trafficking, like the Junkers are a part of, your base will be terminated immediatly. Over the past several years the Legion has had to terminate a plethora of Congress bases within the Kansas system. Should your base prove to be affiliated with the Congress, either directly or by proxy, the base shall suffer the same fate as mentioned earlier.
Since you were being supplied by a trading group, one that happens to be a group that the Legion supports in it's activity in Kansas, we'll let you have a chance to vindicate the station and it's presence in Kansas. You must respond to this communication with 24 hours explaining the base's purpose, who can dock upon it, and why it was built without informing us. If you respond, we will get into the nit and gritty bit of making your base recognized and permitted by the Commonwealth. Additionally, the Legion can assist in expansion of the base, as well with mantinence, if approved later down the line. However, if you fail to respond, Legion action will be swift and decisive.
You have 24 Hours to respond.

I can only assume that you are acting on your own authority. As a retired Naval Officer, I can understand and endorse the exercise of initiative. However, in this instance, I believe that you might need to communicate with your superiors. I have attached the correspondence that authorized me to build the base for your perusal.
Should that not be sufficient, I would ask that you inform me what circumstances have changed.

I'd like to formally apologize on behalf of the Legion for the inconvenience. It has become apparant to me that with the recent change of command, and the formal birth of the Commonwealth of House Liberty, some documentation was lost in the transitions. I did communicate with my superiours before transmitting, however they were apparantly as unaware of this agreement as was I. However, since we'd like to formalize it's building, I'd like to ask you to submit a construction permit with the Commonwealth, once the office is fully operational. I will provide a private transmission with an attachment so you can register, and since it's construction was already approved once, it shouldn't take long for it to go through.

Fleet Captain,
I have no problems with your terms. Should you wish, please feel free to come aboard. Docking on the base is open.
I will freely admit that we have involvement with Junkers, but it is in the capacity of a work force. Their specialization is critical to the success of the Reconstruction Project. That being the case, I strongly reconfirm that I have not, nor have any intention of allowing the base to be used as a smuggling way point.
We are currently in the process of expanding the station from Category 1 to Category 2, and I will be putting a broadcast communique out to suppliers to help with acquiring materials needed for the facility. We will be doing similar activities as the project proceeds.
As I said in both my original correspondence, and in our more recent address, if there are problems, let me know and I will see what I can do to work through them.
