They cant stop you once cloaked, but while the cloak is still charging a normal CD can still bring you out of cloak charge.
I thought the Cloak CD was the new toy that could do this, why are normal CDs still able to disrupt cloaks??

Normal cds stop cloaking BEFORE activation, cloak disruptors stop cloaking AFTER activation.

If they didn't, pressing the cloak button would mean automatically escaping in 100% of the cases.
I doubt cloak disruptor will ever become anything other than an extreme rarity, it sounds like an incredible effort is needed to make something so niche you'll be lucky if you can successfully use it even a single time.
