Urgent Comms to OSI: Highest Encryption - Black Widow - 08-06-2015

I have had the displeasure of watching core vessels disrespecting the NFZ around FP11 and showing complete discourse for neighbours.

They think they own the place by firing on order vessels inside the NFZ, without provocation:

Hello there...

My name is James Harper. Recently appointed acting head of Freeport Eleven.

I've reviewed what you have turned in about this accusation to the Core, and i'll be quite blunt with you. It would have cued a headache if i've been in this position for a bit longer before now. From the evidence, I have many questions. Many of which, being the exact circumstances behind the break in the No Fire Zone. You know full well the rules of Freeport NFZ areas, yet incidents continue to happen. Someone is doing something they shouldn't be. Which side that is, it's a little hard to tell right now.

Given what i've seen, I do agree that the Core may have overstepped their bounds once more. Within 5k from the Freeport, two sides starting for a battle is either one side's fault, or both. Either way, my concern is the infringement of the NFZ as a whole.

Let me start by analyzing the evidence that you've sent over from start, to finish.

-At the beginning, you appear to have some rivalry. That's no real big surprise. The Zoner community is very familiar with Core and Order hostilities
-The Core seemed to get irritated at something. You've left so much of the conversation out, I am having difficulty parsing it all by truth.
-You appear to be threatened by the Core. (The Order as a whole)
-An Order vessel states.. I quote..
Order|Gantai Wrote:Order ships, you are authorized to open fire. Destroy them all."
-A bystander(?) states..
Imhotep.Amen Wrote:Spagna. You cant lure fights into the NFZ.
-The fight begins. It's obvious that both sides are fighting at this point. Yes, I can see that you're still within the NFZ.

My final conclusion at this mess, is you aren't putting enough effort into making these reports. I can make a very big educated assumption right now, that the Order and Core are both guilty of violating the zone. However, from what you've given me, I am having trouble figuring out who exactly is the people to be blamed for this.

I'll strike this one up as both the Core and Order. If you have any additional evidence to clear this very cloudy situation, i'd be happy to look it over. For the time being however, based on what you've given us, I can only make a solid claim and say that everyone is at fault. It's not very fair to make, although I have no choice since I cannot ignore this matter.

If you keep this up, we will take action internally as the Freeport. This usually resorting to disallowing certain ships from docking at the port. This goes both to you, and the Core. They should be already aware of this policy.

If you have anything else to add. I'll be listening.
