I am Secretary Shouhei Mishima, for the Ministry of Justice of Kusari. I believe this is the first communication between our ministry and the Guild in recent years. It has come to our attention that the Guild has been suffering changes in the recent months, as well as any other well established commercial organization within Kusari. While the Republic of Kusari applaud the efforts of the GMG in maintaining their operations secure without the custom presence of the forces of the Naval Forces. We understand that such efforts require stricter control of your bases and the areas surrounding them, as you have presented in your public regulations. However, the Ministry of Justice, and by the extension the Government of Kusari, have found some concerning directives that might jeopardize the interests of Kusari, and put harm in our economy and people during their activities. Due to this concern, the Republic of Kusari has launched a formal inquiry to the Gas Miners Guild regarding their GMG Laws and Regulations, as presented in the connected transmission. On the aforementioned document, the following paragraph can be found: [2.3 Cargo that is suspected to be bound for Corsair space, Outcast space or the Samura population of Planet Kurile will be turned back, confiscated or destroyed.]
While we do not contest the interdiction of people and goods to Corsair or Outcast space, however vague that definition is presented, the idea of limiting freedom of movement of people and goods to Planet Kurile, and its Kusarian citizens and workers, is highly concerning. The Republic of Kusari requests from the Gas Miners Guild an explanation for such an attempted breach on the freedom of movement of Kusari citizens and their goods, and the declared intention of blockading access to a Kusari territory, no matter if it's located outside of core space of Kusari or not.
In the case that this is a misinterpretation of the written directive by the Gas Miners Guild, even if non-binding, or an amendment introduced by an overzealous bureaucrat without the acknowledgment of the Guild masters, The Republic of Kusari requests the removal of said directive at the earliest possible date. I am Guild Master Gihon, paramilitary lead and part of the governing structure of the Ryukyu Commonwealth and Guild. I will be speaking for the Ryukyu Guild as a whole in this matter. Firstly we are troubled by the actions of our sister branch, and question the reasoning and wording of their own internal laws. As the Republic should know, the Guild is currently divided into different branches. The Ryukyu Guild follows it's own mandate which does not have the referenced laws concerning Kurile. However, if you do read our mandate the system of Sigma-17 is considered apart of the Ryukyu Commonwealth, not that of the Republic. Though voided by the late Emperor, Jien Kogen, the former Treaty of Aomori did not even state Sigma-17 nor Planet Kurile as apart of Kusari space. The Guild has never acknowledged the status of Kurile and the Republic has failed to reform any relations between itself and the Guild. As such, we have no reason to view the system or planet as Kusari space. That said, Planet Kurile is managed by Samura Industries, a corporation that has a complete disregard for the Guild and the Ryukyu Commonwealth. Their disregard of the Guild has so far been ignored in an attempt to keep a good relation with the Republic, but we are willing to step forward if the Republic wishes to open that chapter. The Ryukyu Guild would like to know why the Republic of Kusari is overstepping itself and believe that the Sigmas are under the protection of anyone but the Guild. Please explain your stance on the current relations between the Guild and the Republic, as we have no clear reason to follow Kusari Law inside of the Ryukyu Commonwealth. CC: other GMG affiliated entities Greetings Tamagusuku Gihon, representative of the Ryukyu Guild. We thank you for the time you have given to attend to this matter. While the information you provided, and the questions your have sent in return, do not specifically address the issue of this inquiry, they are of considerable importance, and raise new points of consideration. I would also like to thank you for providing your own guild directives, and the mention of the Aomori treaty, considered by all as the last entente between the Gas Miners Guild and the then Empire of Kusari regarding the partition of duties and rights within the area of the Sigmas. As you have specifically stated, The Treaty of Aomori was voided during the tenure of the late emperor Kogen, and therefore is not valid document for the Republic of Kusari, which came to existence long after the termination of said treaty, nor does it bind the Ryukyu Guild as well, as I believe it did not have the existence or political clout to be a signatory entity of said treaty.
If you need to stress the terms of an old treaty, however, you may notice that, although Kusari interests in Planet Kurile or in the Sigma-17 system are not acknowledged, neither are any claims by the Gas Miners Guild to the system present on said treaty. It is safe to conclude, by analysis of the terminology of the Treaty, that the Gas Miners Guild, the unified Guild that negotiated with the House of Kusari, only held "sovereign" ambitions on the Sigma-13, Sigma-59 (including any out of system accesses) , and Okinawa systems, in addition to parts of the Sigma-19 system, and exclusive administration of area surrounding Aomori station, the namesake of the Treaty.
In no part of the treaty , or in any posterior communication or decree that we know of, does the House of Kusari acknowledges that the Sigma region is under exclusive ownership of the Gas Miners Guild, nor that the Gas Miners Guild interests are the only interests that can be enforced in said area. It seems that the representative of the Ryukyu Guild, Tamagusuku Gihon-san, has misinterpreted the intentions of the Ministry of Justice. The House of Kusari does not "claim sovereignty" over the Sigma-17 system. However, the Republic of Kusari sees the colonization and development of the colony in Planet Kurile, initiated by Samura and given protection by the Government, as being of the upmost importance amongst the economic and political interests of Kusari. It is in the interests of Kusari the development of Kurile. It is in the interests of Kusari that this development is not hampered by forces hostile to Kusari, nor it's access blocked by the deed of men. Therefore, it would be ludicrous to ignore when one of our neighbors, one that we carry no ill will and held a relationship at times distant but always cordial, declares it's intentions to commit against Kusari interests. I now turn my attention to the second matter of this reply, which is the current relations between the Republic of Kusari and the Gas Miners Guild, the Ryukyu Guild included. Representative Tamagusuku Gihon-san is correct that there is not "set" status between the Kusari Republic and the GMG and affiliated guilds. This situation may cause a conflict of interests, and hasty and catastrophic action unwillingly taken by both sides. The Government of the Republic is willing to initiate discussions with the Guild and any affiliated parties on the elaboration of a new memorandum, and finally a new treaty, regarding the status of Kusari and the GMG in the Sigma region. However, there is one condition we would like to present before they can start. One of the few interests of the Republic of Kusari in the region is the development and freedom of navigation to and from Planet Kurile in Sigma-17. The other interest is securing unhindered and safe passages and travel to and from the House of Rheinland, which has been connected to our house for hundreds of years via the system we all call Sigma-13. Therefore, for this purpose, and to assure the mutual interests of Rheinland has with us, the Federal Government of Rheinland must be invited to this negotiations, and any memorandum or treaties must be developed in trilateral talks between Kusari, GMG, and Rheinland. For this purpose, the Republic of Kusari will notify the Government of Rheinland about this matter, and suggest the GMG or it's representatives to enact similar efforts. We hope to receive your decision on this proposal. Of course, if the GMG or its representatives wish to state their conditions or sought interests like Kusari did, we are available to receive them. Unfortunately, it is disconcerting that the Republic does not recognise The Guild's claim to Sigma-17 as its sovereign space. The Guild is willing to remove the clause in its laws regarding Planet Kurile, but must insist the system it resides in is considered GMG territory. It should also be noted that, at this time, we see no reason to make contact with the Rheinland Bundestag, and would politely request acquiring our agreement in making such contact before doing so. I thank you once again for the time you granted to attend to this matter. Upon consultation (or lack of interest) with Rheinland regarding treaty matters, and considering several sources from within the Guild that there is no interest in reviewing any treaties governing the relations between Kusari and GMG organization, we have concluded that we will not pursue the matter for the time being. Returning to the initial inquiry that brought this conversation to you, dear representatives of the GMG and it's many sections, is the matter of GMG issued regulations on travel and trade to and from Planet Kurile in Sigma-17. Honored representative Kenji Namura affirmed that the guild would be willing to rescind the directive in question from their regulations. Unfortunately, upon review at this very moment, it seems this wish has not come to realization. We ask once again to the admnistration of the Gas Miners Guild in charge of these directives to have the situation corrected as soon as possible, before incidents derived from a misinterpretation of the relation between Kusari and the GMG occur in a form of an accident or deliberate assault.
