Restricted Cargo Licensing Registery and relevant part of Rheinland laws

>>Article Two: The Rheinland Criminal Code

§2.2. Possession of, intent to distribute, and/or intent to acquire Contraband is illegal in Rheinland. Contraband will be defined as:

Artifacts (of any sort)
Black Market Arms (of any sort)
Black Market Munitions
Blood Diamonds
Cardamine and all derivative products
Counterfeit Software
Human Organs
Kemwer Munitions
Nomad Materials (of any sort)
Nox
Slaves of any kind
Stabiline above 5 units for personal use
Synthetic Marijuana
Xeno Relics
Azurite Gas

Exceptions are as follows:

§2.2.1. Cryer Pharmaceuticals are licensed to carry an unlimited amount of Human Organs, Stabiline and Synthetic Marijuana.

§2.2.2. Rheinland law-enforcement authorities are allowed to transport confiscated contraband to relevant stations or planets for further investigation, storage or destruction.

§2.2.3. All Rheinland Corporations bear license to haul all of the aforementioned contraband with exception to Cardamine and all Cardamine derivative products.

§2.2.4. Other regulations regarding the shipping of certain goods may be implemented after official publication by the Ministry of the Interior.

>>Article Three: Trade Restrictions

§3.1. Cargo classified as restricted:

§3.1.1. Following cargo can be transported only by ships of the Rheinland law-enforcement authorities and organizations listed next to the respective cargo type:
  • Ageira White Boxes - Ageira Technologies, Deep Space Engineering, Universal Shipping and their affiliates
  • Armaments - Rheinland corporations, Law enforcement
  • Azurite Gas - Rheinland corporations
  • Blue Jillies - Rheinland corporations, Orbital Spa and Cruise
  • Criminals - Law enforcement
  • DT Fuel - Rheinland corporations
  • Hydrogen Cyanide - Rheinland corporations
  • Light Arms - Rheinland corporations, ships tagged EFL|
  • Military Salvage - Rheinland corporations, ships tagged B|-
  • Military Vehicles - Rheinland corporations, ships tagged EFL|
  • Munitions - Rheinland corporations
  • Nuclear Devices - Rheinland corporations
  • Plutonium - Rheinland corporations
  • Prisoners - Law enforcement
  • Side Arms - Rheinland corporations, ships tagged EFL|

§3.1.1.1. Following organizations are considered as Rheinland corporations: Daumann Heavy Construction, Kruger Minerals, Rheinland Shipping, ALG Waste Disposal and their affiliates.

§3.1.2. A small amount of weapons and ammunition may be transported for the purpose of a crew and passenger defense. A general use of ten (10) units is allowed.

§3.1.3. Restricted cargo transported without a license is declared as contraband and will be handled according to §2.2.5 of Article Two, however, the fine is set as half of the sum defined by §2.2.5.2.

§3.1.4. Human trafficking of any kind is forbidden within Rheinland. Transportation of legal passengers is limited to suitable vessels (Liners, Yachts, Freighters & Armored "Pelican" Transport). Illegal passengers include, but are not limited to, the following: Prisoners, Criminals, Slaves, Kidnapped VIPs.

§3.1.5. Captured or rescued pilots are to be delivered to the nearest law enforcement station or handed over to authorities. The same applies to passengers aboard unsuitable ships and illegal passengers in general.

§3.1.6 Failure to adhere to §3.1.4 and §3.1.5 will be punished by a 5.000.000 SC fine, further non-compliance will be met with necessary force to prevent continous maltreatment or apprehend fugitives.

§1. Any individual or representative or organization who want to apply for Restricted Cargo License has to answer the following points truthfully:

§2. Any deviation from the information provided in §1. is subject for sanctions such as fines or cancellation of the license.

§3. Military of Police forces operating under the Empire of Rheinland have the right to make inspections of licensed ship(s) in Rheinland space at any time. Every ship has to shutdown its engines and wait until the captain will get permission to proceed.

§4. A violation of the Rheinland laws by ship(s) can result in suspension or cancellation of the license.

The Hogosha Association, in accordance to Article 3, section 1.1 of the Rheinland Laws, requests a Restricted Cargo License to be granted to the Association and all the pilots flying under it's banners.

Regarding stabiline - this cargo is not subject of restricted cargo license, but falls under contraband if transported in quantities more than 10 cargo units per ship. So if you will carry only five units as you stated, then you can have it legally without any additional permission.

Tidings, RFP.

I would like to inform you than Mr So-Kinh is no longer person valiable to be in charge of Constantinople, which he registered as a second-in-command of mentioned vessel. I would like to sign papers regarding further license for Blue Jillies, in order to preserve legality of such a shipment with a rightful owner of Constantinople. The IFF/ ID devices of the ship have been changed to fit these used by Orbital Spa and Cruise but requested good allowance stay the same and the license simply require proper signature at the moment. As far as I am concerned, Orbital Spa and Cruise, despite its purely Libertonian roots, has not been denied access to Rheinland.

Regulations regarding Restricted Cargo License clearly say in paragraph 1.5. that you need to provide recommendation of trustworthiness. For these requested commodities - side arms, military vehicles and munitions - the respective party which should provide it is Daumann Heavy Construction. Until you add to your request a NeuralNet link to communication channel where you requested for the recommendation and either got it or were rejected, we can not issue the license. For these commodities, RFP serves only as reviewing instance in case DHC- will reject your request.

Regarding light arms, we would like to know more about to whom you plan to sell them. Your words, to quote - "theoretical to everyone who has money, but we never sell anything to Liberty or groups which are hostile to Rheinland" a little bit concerning because there might be danger that you will sell these arms to some neutral party which will then resell them to party which is hostile to Rheinland lawful forces or for example to some criminals. So we would like to know where exactly and to whom you plan to sell this commodity, especially inside Rheinland.
