Dear representatives of Liberty government!
My name is Christina Lauritz and I hold position of Minister for Foreign Affairs in government of The Bundesrepublik Rheinland. I was authorized by Chancellor Luisa Neumann to conctact you to open negotiations between our house and The Republic of Liberty to finally resolve war which at this moment still did not formally ended and both sides agreed so far only on ceasefire which is however respected by both houses.
On behalf of the government of The Bundesrepublik Rheinland, I want to express that we hope these negotiations will be filled with good will from both sides and with intention to restore peace and trade relations, from which both houses will benefit.
Now, since we feel these negotiations should be finished as soon as possible with regard to the problems of both houses and their economical and military interests, we decided to step directly towards the first proposals. Please consider it as simple intention to reach agreement as soon as possible, not as any kind of demand. In every chapter you are free to agree with our proposal or to bring your own counterproposal which we will consider then.
To simplify the negotiations, I divided all important matters into several chapters so we can close them separately once we will reach agreement about each of them. You can find the document is in the data attachment, prepared to be simply updated by your side when further reasoning may be explained by you in the reply message.

CHAPTER III
Status of Hudson system
A) Current situation: System is under control of Liberty Navy with Battleship Alma stationed near Cold Bay Depot and Planet Atka, with exception of Hamburg Jump Gate repair site which is under protection of Battleship Braunschweig.
B) Rheinland proposal: System will be under joint administration of both houses with northern and southern zone. Borderline will be set on the border of sectors A4-H4 and A5-H5. Planet Atka and area of 10 kilometers around it will be considered as part of Liberty zone. Both houses will be allowed to place one battleship in their zone to serve as base for their patrols. No other military installations will be allowed. Patrols will be allowed to patrol whole Hudson system and apply laws of their house without any interference of opposite house authorities or corporations. Under no circumstances Rheinland patrols will be allowed to enter Texas system and Liberty patrols Hamburg system. Running costs of trade lane from Hamburg Jump Gate to planet Atka will be paid by Rheinland, running costs of trade lane from planet Atka to Texas Jump Gate will be paid by Liberty. All rules for Hudson system may be later further governed by special treaty between both houses.

A) Current situation: System is left without further control except of Liberty patrols in vicinity of Texas Jump Gate.
B) Rheinland proposal: System will be declared as neutral zone where no military installations will be allowed. Authorities of both houses are allowed to enter the system via jump gate or jump hole anomaly and apply laws of their house without any interference of opposite house authorities or corporations. Under no circumstances Rheinland patrols will be allowed to enter Texas system and Liberty patrols Hamburg system. No running costs of trade lanes will be paid by Rheinland. All rules for Bering system may be later further governed by special treaty between both houses.

Status of New Hampshire system
A) Current situation: System is a warzone. Vicinity of Planet Laconia is under control of Rheinland Military and Battleship Westphalia is stationed there. Vicinity of Planet Winnipesaukee is under control of Liberty Navy and Battleship Whitefield is stationed there.
B) Rheinland proposal: System will be considered as part of Liberty space and treated accordingly, all Liberty laws will apply in its entirety. All Rheinland military units will leave it in a week after peace agreement will be signed by both sides.

A) Current situation:
1. Libertonian corporations and their affiliates are allowed to trade in Rheinland with differently restricted rights (Ageira Technologies and Interspace Commerce can legally transport 26 standardized types of cargo, Cryer Pharmaceuticals 8 types and Deep Space Engineering 3 types) except Universal Shipping which is banned entirely. Transport ships manufactured by Liberty corporations such as Mastodon, Bison or Mammoth are allowed to enter Rheinland space.
2. Rheinland corporations Daumann Heavy Construction, Kruger Minerals and Republican Shipping and their affiliates are banned entirely, ALG Waste Disposal is heavily restricted with 3 types of cargo allowed. Transport ships manufactured by Rheinland corporations - Colossus, Uruz and Behemoth - are not permitted to enter Liberty space.
3. Trading over through border systems is restricted from both sides by trade embargo.
B) Rheinland proposal: All restrictions aimed solely at Liberty/Rheinland corporations or ships due to war like those mentioned above will be lifted as well as trade embargo on the border. Both houses will be however allowed to keep general restrictions on cargo which is classified as contraband by local laws, to keep licensing systems which applies to all ships generally, and to keep laws governing mining rights in each house territory. Corporations will be granted docking rights to all planets under control of house authorities (Hamburg, New Berlin, Nuremberg, Stuttgart, Denver, Erie, Houston, Los Angeles, Manhattan) what will be executed by joint transponder codes update under supervision of Sirius Identification Commission.

I am Sam Worthington, Secretary of State Secretary of State for Foreign Affairs and I will serve as the representative of the house of Liberty for the negotiations.
Time is indeed overdue for the cessation of hostilities. While not formally resolving the war, the ceasefire however was a big step towards these peace negotiations by creating the tranquility needed between both of our great houses. The war has done more harm than good to both our houses and as such mutual good will and benevolence is highly valued for the negotiations.
The draft of the peace agreement did spark up discussions, however conclusions were made and objections have been made by the Republic of Liberty where needed. Every matter has been taken into account separately and considered through. I will forward you our edited version of the agreement draft, where every objection and proposal has been made.
The Republic of Liberty suggests that once this peace agreement is made, we shall proceed with the creation of a treaty, where we may address to further and more specific guidelines regarding the systems of Bering and Hudson. Hence the Republic of Liberty suggests the sending of a convoy under the protection of the Liberty Navy in order for our representatives to have an official meeting in which our mutual concerns can be further discussed.
Let this be a step for us towards peace and prosperity for both of our houses to benefit from.
CHAPTER I
Relations between The Bundesrepublik Rheinland (hereafter Rheinland) and The Republic of Liberty (hereafter Liberty)
A) Current situation: Houses are at war with ceasefire accepted by both sides.
B) Rheinland proposal: Both houses will publicly declare end of war and restoration of peace between them.
C) Liberty approval/Liberty counterproposal: The Republic of Liberty agrees to declare the end of war and restoration of peace between the Houses of Liberty and Rheinland. Violations to peace conditions by any side will be met with sanctions depending on the severity.
CHAPTER II

A) Current situation: none
B) Rheinland proposal: No side will be entitled to require any financial or other compensations for damages caused by war. Only exception is payment for repairs and re-commissioning of Hamburg Jump Gate in Hudson system and Hudson Jump Gate in Hamburg system, where 75 percent of the costs will be paid by Liberty and 25 percent of the costs by Rheinland. This distribution is set upon pledge of representative of Liberty to defray the majority of the repair costs to show their good will as documented in diplomatic message from Secretary of State for Foreign Affairs Sam Worthington.
C) Liberty approval/Liberty counterproposal: The Republic of Liberty vouches to pay the majority of costs for the restoration of the gates, however due to economic reasons, the ratio between the houses is proposed to be 67/33.
CHAPTER III
Status of Hudson system
A) Current situation: System is under control of Liberty Navy with Battleship Alma stationed near Cold Bay Depot and Planet Atka, with exception of Hamburg Jump Gate repair site which is under protection of Battleship Braunschweig.

C) Liberty approval/Liberty counterproposal: The Republic of Liberty proposes the creation of a line along the parallel A45/H45 to serve as a border line between the two houses, however with a tolerance of 10k of distance from the line. The Republic of Liberty requests a larger perimeter of minimally 15k around planet Atka as Liberty space, with a tolerance to the vicinity to the trade lane to the Hamburg. Exceptions are allowed on emergency cases or when chasing criminals. Further conditions may be processed with the creation of a specific treaty for the systems of Hudson and Bering.
CHAPTER IV
Status of Bering system
A) Current situation: System is left without further control except of Liberty patrols in vicinity of Texas Jump Gate.
B) Rheinland proposal: System will be declared as neutral zone where no military installations will be allowed. Authorities of both houses are allowed to enter the system via jump gate or jump hole anomaly and apply laws of their house without any interference of opposite house authorities or corporations. Under no circumstances Rheinland patrols will be allowed to enter Texas system and Liberty patrols Hamburg system. No running costs of trade lanes will be paid by Rheinland. All rules for Bering system may be later further governed by special treaty between both houses.
C) Liberty approval/Liberty counterproposal: While The Republic of Liberty offers to cover most of the expenses for the restoration of the gates and the damaged infrastructure, the maintaining of the Hamburg lane shall be the responsibility of the Federal Republic of Rheinland. The Republic of Liberty proposes a division similar to the hudson system, the creation of a line along the parallel A45/H45 to serve as a border line with a tolerance of 10K, where both sides may chase criminals past the line until they reach either gate.
If The Federal Republic of Rheinland does not wish to contribute in the maintenance of the system and providing patrols, The Republic of Liberty offers a solution, by temporarily taking the Bering system under it’s control and responsibility until a specific treaty with further conditions is processed regarding the systems of Hudson and Bering.
CHAPTER V + VI
Status of Bremen system +Status of New Hampshire system
A) Current situation: The Bremen system is under full control of Rheinland authorities and considered as part of Rheinland space. New Hampshire system is a warzone. Vicinity of Planet Laconia is under control of Rheinland Military and Battleship Westphalia is stationed there. Vicinity of Planet Winnipesaukee is under control of Liberty Navy and Battleship Whitefield is stationed there.
B) Rheinland proposal: The Bremen system will be considered as part of Rheinland space and treated accordingly, all Rheinland laws will apply in its entirety. The New Hampshire system will be considered as part of Liberty space and treated accordingly, all Liberty laws will apply in its entirety. All Rheinland military units will leave it in a week after peace agreement will be signed by both sides.
C) Liberty approval/Liberty counterproposal: The Republic of Liberty will recognise the Bremen system as a system under the control of the Federal Republic of Rheinland, on the condition that all Rheinland forces will vacate New Hampshire within a week from the signing of the treaty and the system of New Hampshire will be recognized by the Republic of Rheinland as a system under the control of The Republic of Liberty.
CHAPTER VII

We are glad to hear that the Republic of Liberty shares our goal to restore the peace between our houses as soon as possible. Your objections and counterproposals were considered and implemented as much as it was possible. Since we were able to agree on almost all issues, we decided to move the negotiations forward and prepare a draft of the Peace Treaty itself which you can find in the data attachment of this message. Please inform us if the government of the Republic of Liberty agree with its text or requires any additional modifications.
Regarding the suggestion of treaty which would further specify regulations in Bering and Hudson system, we agree that this issue should be adressed, however we prefer to wait with it until the Peace Treaty itself will be signed. Then we can focus on another issues in our relations.
Issue, which needs to be solved much more urgently, is where the Peace Treaty will be signed. We feel that some neutral grounds would be best choice, thus there are options of Kusari or Bretonia. It seems to us that the latter might bring security issues for you because your diplomatic envoys might be in danger when travelling through some systems where threat of Gallic Royal Navy attack is present, but we might be wrong. Please let us know what place you prefer.

PREAMBLE
Signatories to this Treaty (hereafter as "the Parties") - The Government of Bundesrepublik Rheinland (hereafter as "Rheinland") and the Government of the Republic of Liberty (hereafter as "Liberty"):
Desiring to bring to an end the state of war between them and to establish a peace in which they can live in neighborly security and stability;
Respecting each other's sovereignty, territorial integrity, boundaries and political independence;
Desiring as well to develop friendly relations and cooperation between themselves in accordance with the principles of peaceful international relations, with intention to refrain from the threats or use of force against each other and to settle all disputes between them by peaceful means from now on;
Aiming to achieve relations of those of nations which, as sovereign equals, cooperate in friendly association to promote their common welfare;
Have agreed as follows:
CHAPTER I - Relations
Article 1
The state of war between the Parties is terminated and peace is established between them upon the signing of this Treaty by delegated representatives of the Parties.
Article 2
Violations of conditions of this Treaty by any side will be met with sanctions depending on the severity.
CHAPTER II - Financial or other compensations
Article 3

Both houses are allowed to place one battleship in their zone to serve as base for their patrols. No other military installations are allowed.
Article 7
Patrols are allowed to patrol only in their respective zone and also in shared zone, applying laws of their house without any interference of opposite house authorities or corporations. Exceptions for entering opposite exclusive zone are case of system-wide emergency call for help or chase of hostile or illegal entity which flew into opposite exclusive zone during pursuit. Under no circumstances Rheinland patrols are allowed to enter Texas system and Liberty patrols Hamburg system.

CHAPTER V - Status of Bremen and New Hampshire systems
Article 15
The New Hampshire system is considered as part of Liberty space and treated accordingly with all Liberty laws applied in its entirety. All Rheinland military units present there will leave it and move to Rheinland space within 168 hours after this Treaty is signed by both Parties.
Article 16
The Bremen system will be considered as part of Rheinland space and treated accordingly with all Rheinland laws applied in its entirety once conditions defined by Article 15 of this Treaty are met.
CHAPTER VI - Restoration of trade relations
Article 17
Viewing economic development and prosperity as pillars of peace, security and harmonious relations between houses, and also affirming their mutual desire to promote economic cooperation between them, the Parties agree to restore mutual economic relations and to terminate economic boycotts and border embargoes directed at each other, including native corporations and manufactured ships.
Article 18
The Parties retain right to keep general restrictions on cargo which is classified as contraband by local laws, to keep licensing systems which applies to all ships generally without distinction of origin, and to keep laws governing mining rights in their territory.
Article 19
Native corporations of both houses will be granted access to all public systems and docking rights to all planets under administration of house authorities - specifically planets Hamburg, New Berlin, Nuremberg, Stuttgart, Denver, Erie, Houston, Los Angeles and Manhattan - without undue delay. This will be executed by joint transponder codes update under supervision of Sirius Identification Commission.
CHAPTER VII - Prisoner Exchanges
Article 20
The Parties will release and transfer without undue delay all combatants and civilians held in relation to the conflict in conformity with international humanitarian guidelines.
CHAPTER VIII - Final clauses
Article 21
This Treaty is signed by both parties in two certified identical copies; one is kept and archived by each Party.

This Treaty enters into force upon signature by delegated representative of each Party.

The Peace Treaty draft has reached the Department of Foreign Affairs in good health and we are happy to acknowledge the department is approving of the finalized treaty.
Our concerns were expressed during the drafting process and as such we have no further objections to the finalized treaty. However as time is an important factor and rather short, supplementary treaties regarding the systems of Bering and Hudson and other issues should be addressed at another instance.
The Republic of Liberty as a sign of trust and good will, suggests that the convoy is sent by us to escort our delegates to the New Berlin system where the treaty can be signed by both of our representatives. We hope that such an event will also incite the involvement and cooperation between the Rheinland Military and the Liberty Navy, something that has might not have happened in years, and as such it shall serve be the opening remark of the new era of peace between our great houses.
On another note after a discussion the Republic of Liberty suggests to already take the treaty into effect in a de facto manner and gradually issue the changes, until the delegation is prepared and the treaty officially signed.
