Lord Commander Locklear,
While we have met once before I would still like to re-introduce myself. I am James Blackwood, Director of New Business for Orbital Spa and Cruise. You recently expressed an interest in Orbital Spa and Cruise perhaps stationing one of our Liners within the Commonwealth of Liberty. While Orbital is willing to entertain a survey of the Commonwealths space, I would like to make you aware of the potential problems that Orbital will face from The Liberty Government given the Commonwealths, er current relations with each other. As you are no doubt aware Orbital has worked very hard in the past to maintain standings with each of the houses of Siruis, barring Gallia of course. It would be unwise for us to threaten that standing, especially with how close the Cortez system is to the Liberty Front Line. However if you can appreciate the situation Orbital is in I believe we can begin the process of creating a mutually beneficial relationship. After all I'm sure your mainline pilots wouldn't protest getting access to one of our 5 star resorts to help sooth their aches and pains away.

Mister Blackwood, Let me first extend my apologies to you for the delayed response. The past week has been rather hectic, but we remain very much interested in pursuing relations with Orbital Spa & Cruise.

Your problem is unique in the sense that unlike a partnership based on research or construction, this cannot be done covertly. A liner is a liner and tourists are tourists, so keeping your presence in Vespucci out of the Republic's prying eyes is unfortunately out of the question.

There are some factors which work in our favor given the situation however. For one, to the best of my knowledge, OSC does not maintain any hard assets in Liberty space. Law enforcement in your nearest base of operations, Cortez, is also handled by both Bretonia and the Crayterian Republic, neither of which are entities with any ill will towards the Legion.

Given the complex geopolitical situation I think your business would remain safe, but barring that I'll agree that it's important for you to have a trump card. As much as we might despise the Republic, we have no interest in seeing any harm come to our allies or business partners.

I propose contacting the appropriate Libertonian authorities first and offering to use your presence within the Vespucci system to conduct espionage against us. You can even let them station a few agents onboard your liner. Vespucci will soon be freely accessible to the public anyway, and the Legion has already moved anything too sensitive out of the reach of those who'd seek to undermine our movement.

As discussed in our conversation in Cortez of course, you will need to arrange for a visa for OSC - and all tourists under your supervision - through the appropriate Commonwealth channels, which I trust won't be a problem.

If you're still interested, we can arrange a date for a tour of the system at your earliest convenience.

Its like you can read minds. You have quashed many of my concerns, namely with the Crayterian Republic and Bretonia. Furthermore your plan of inviting the Liberty Government to station espionage agents upon the liner to secure our corporations continued good will with Liberty is quite dastardly. However I feel compelled to make you aware of the potential problems that may arise from allowing your enemy free passage to your home. That being said if the Commonwealth is indeed going to be opening its arms to the civilian sector what better way to do so than via Orbitals luxurious service. I will attend to the necessary arrangements and keep you apprised of our progress with regards to the Liberty Government.

As to system surveys. Orbital is interested in taking a complete survey of the Commonwealths Space. However I would like to be apprised of any locations that Orbital is restricted from, and furthermore any locations you view as the Commonwealths "good side" the Diamond in the Crown per-say. We wouldn't want our guests to have to deal with things like freighter or transport traffic, nor would we want to be near known military patrol routes, after all those Battleships you have can make anyone a touch uncomfortable. My goal is to create an environment in which the Commonwealths grace and elegance is shown off, not her raw military and industrial power.

While I'm not in the business of reading minds, a strong understanding of diplomacy is somewhat key for a man in my position. As to locations which would be off limits, all are listed in the Commonwealth's visa application, and should be simple to understand.

We're well aware of the dangers of allowing hostile entities into our territory, let the Legion worry about that. As I stated already, they'll find nothing of value within the unrestricted areas of Commonwealth space.

Now, on to the fun part. The Commonwealth is home to many locales which I believe would be quite lucrative to your organization. The untamed wilderness of Guadalajara in the Vespucci system could be used to set up resorts of all sorts, from hunting lodges to cruises on a planet a bit different from Curacao. Though of course there is potential risk involved, with the planet not yet being fully charted.

The Kansas system is beautiful in its entirety, but is also rather dangerous. Wichita is rather unremarkable and is a hub of trade activity, and establishing an operation anywhere else in the system would be too risky for me to condone it.

Where I believe you'd have the best luck drawing tourists in however is in orbit of planet Iridescencia. While its surface is hellish, the cacophony of storms, volcanic eruptions, and auroras that can be seen from orbit make it one of the most remarkable sights in Sirius. On top of that, it is situated conveniently near the Humboldt Jumphole, and while safely patrolled by the Legion, it is not a hotbed of trade or military activity.

Once the Commonwealth processes OSC's visa, we can arrange a date for your survey. I look forward to it.

Please allow me to introduce myself, I'm Andrew Wells , head of Orbital Spa and Cruise Research and Development Institute. Captain Blackwood asked me to contact you regarding the survey of the Commonwealth of House Liberty. I was informed our company has recieved a visa to enter Vespucci, and our survey vessel, a Corvo-class Deep Space Explorer is getting set up for duty.

I would like to propose the date of 13.03.823 - 20:00 SMT for this operation, which will most probably take about two hours. We would mostly be interested to perform a scan of the area near Planet Guadalajara in Vespucci, however interest is shown by the directors to visit Planet Iridescencia also in Vespucci and since as far as I'm informed, both Kansas and Humbolt are under the soverignty of the Commonwealth, if you find it acceptable, I would like to take the survey team to chart the area around Planet Wichita and Planet Topeka in Kansas.

I hope our you will find our request acceptable, as we would like to gather all data possible to be able to set a successfull and profiting operation in the near future, benefitting both our company and the Commonwealth as well.

As I previously stated to Director Blackwood, Kansas is currently a rather dangerous system to traverse. The only sights worth seeing are either intended to host Commonwealth infrastructure or are not well enough defended to ensure the safety of any OSC assets you may attempt to set up. I won't deny your request to survey the system, but I implore you not to engage in any operations there until the system is more fully secured.

Aside from that, your visa request has been processed and we're ready to see you into Commonwealth space for the survey at your chosen time. We'll have a wing of fighters to escort you if things should go south, but this is a formality more than anything else.
