Greetings,

As some of you may know, the recently established connection between Omicron Rho and Sigma-15 presents many new opportunities for us all. As well as new dangers. Do not worry, I assure you that Rho is an absolute bastion of security and a fortified stronghold. Neither the Nomads nor The Order will ever seep through our border and invade Rheinland. We will see that any who try to do such will be eliminated.

The same applies to the Bundschuh. Although the Bundschuh, whilst minor, are still annoying nonetheless and we'd like to start clamping down on their activities for all our benefit. To start we desire to construct a forward base of operations within Sigma-15 to serve as frontier base into the Sigmas, an outpost for both The Core and Rheinland to use as we strike the Bundschuh, as well as a border station between Rheinland and Core (Omicron) space.

The outpost will be constructed within close proximity, about 10K~, near the Omicron Rho jump hole. It will be crowned Elysium Station, and will serve as a symbol of unity between all of us.

If you are interested, we can begin drawing up construction plans.

    While we understand your standpoint and motives behind such an initiation, which would benefit Rheinland and the Core both, no doubts on that, I have to inform you about something, which is critical, if you desire to maximize the efficiency of this project.

    Rheinland space assets, especially designed for warfare, were always different than the others. We invest huge amount of money into education, R&D, and construction, there is no doubt that the manufacturer company of Rheinland, Daumann Heavy Construction, is the leading enterprise of the territory. You may have heard about our main combat fighter, the Wraith, which was superior to it's Libertonian counterpart, while having less weapon slots and was much cheaper. After the war, we made it even better. I'm not running into more details, I think now you get it Rheinland technology is different.

    Therefore, it requires special treatment. Your men might have seen Bundschuh rebels flying Military technology, they put their dirty hands on them after a few squadrons deserted. The fact is, they're having problems with the maintenace, because Military ships require special kind of environment, equipments and specialists for repairs. Experience shows the best and the cheapest method to maintain Rheinland Military vessels in deep space is to base them on a capital ship.

    Military capital ships are capable to support our task forces with everything they need and quite good in protecting key infrastructures. Placing one even 3K~ from the outpost would provide appropriate fire support, advanced sensor range and less expenses from your side. Either a Bismarck class battleship or an Elbe class carrier would do the trick. Other High Command officers are on the same opinion that we send a capital ship with our task force, should we work together in that area.

Whilst your offer to place a Battleship near the vicinity of our installation is appreciated, I feel Rheinland would be better suited to place such a large asset elsewhere. I assure you, you do not need to sacrifice the placement of one of your battleships. We have begun the design of advanced radar arrays and weapons systems akin to those found on Durban Station - which I cannot reveal the precise details of as you can imagine - and they will be placed on the installation. Given its proximity to the Rho hole, in the event of a major attack we can simply dispatch a fleet from Rho.

In fact, I would propose having DHC inform AP Manufacturing of the correct procedures to maintain these ships, so that we would be able to replicate such techniques on Elysium Station. AP Manufacturing is already cutting edge experts in ship and equipment design, and repair comes naturally to them like a second nature.

    It's good to know the Core has a strike force garrisoned in Rho that can be mobilized quickly, should anything unpleasant event occur in the area. We keep that in mind. I regret to inform you that nor the Rheinland Military, nor Daumann Heavy Construction authorized to give out information regarding military technology, as such must be approved by the Rheinland Bundestag first. However, we thank you for your concerns.

    The operation is being planned as we speak, we'll inform you which capital ship is to be sent along with our task force.

In Nodtviet's absence, I am here to inform you that The Core has been able to accurately chart Sigma-15. We have drawn up a diagram regarding the treatment of the territory. Blue being The Core, green being the Rheinland. This diagram is only a proposition however. Whilst we do fully acknowledge Rheinland's step into Sigma-15, The Core strongly feels the need to ensure the security of our own border. We feel that the Battleship would be most suitable in proximity of Planet Baltrum and The Core will most likely be building an installation near the Norderny Planetoid.

This is only a suggestion however so if you have any better ideas regarding the placement of your asset, then please feel free to suggest them.

    The Rheinland Bundestag has already stated it's declaration on Sigma-15 and the Rheinwehr will enforce Rheinland law in every cubic meters of the system, therefore we reject your proposition.

    I also must warn you to be more cautious. The Core already faces enough enemies in Omicron Delta according to the Omicronkorps and the last thing we want is the fall of Rho in the hurry for such quick expansion. Unfortunately, we were forced to relocate our Expeditionary Force elsewhere, but I assure you that the Rheinwehr will uphold the peace in the system and we won't let any harmful element sneak into Rho.

    On the other hand, recent events showed us our units can work together and we're on the same side against the terrorists, communists and other wildlings, therefore Core forces are free, even welcomed in Sigma-15 to assist Rheinwehr forces to uphold Rheinland law and bring terror to the Corsairs, Hessians, Bundschuh, Coalition and similar entities. Consult with the Laws of Rheinland for the regulations of foreign military vessels.

    Again, for the time being, cooperate with Rheinwehr forces in Sigma-15, for we have the same enemies and the same desire to protect our people.

If every cubic metre of the system includes the Omicron Rho jump hole then I am sorry to say that there may be some issues between our organizations. I wish for neither party to spoil the beauitufl level of cooperation we have enjoyed between ourselves, and your proposition for cooperation throughout the system sounds excellent.

At the least we would like to negotiate the possibity for a 'Core Zone' around the Omicron Rho jump hole. Whilst we will need to take this up with the Government as well, what is your take on such an idea?

    A defensive perimeter sounds reasonable and of course, the Core has the right to defend itself from malicious parties. It'd be still considered as Rheinland space, though our patrols should have no problem with your men around the Rho hole. What did you exactly had in mind for this 'Core Zone'?
