Name changing a character with a bounty on it is a cheap way to get out of it. If it can be proven that someone did this, why wouldn't it be against the rules? It can possibly be covered under the 'F1' rule, as stated here:

F1 being defined as a name change to get out of a player interaction, a bounty. However, that is a stretch. Should there be a new rule that forbids name changing while your ship has a bounty on it? Or, if you name change, at least post in the bounty thread (so you're not doing it to avoid the bounty)?

Question is: "Is it enforceable?" I think the answer is no.
However, some kind of name change log (similar to an online page) could be nice, but that might ask too much from the server

Using the name change function to try to escape a bounty is low. If there's some way it can be sanctioned, that's great, but how would you prove it was done deliberately?

Only way how to do that fair is new ingame command
/setbounty <NAME OF TARGET> <HOW MUCH CREDITS>
- for those who want kill someone
/cancelbounty
- for those who made bounty offer and want cancel it now (bounty payd or dont have money)
/viewbounty - show all bounties on server
- for all;) it show name of "employer", name of target, how much for his head
If you make bounty offer or there is bounty on your head, you cant use /renameme command. Smallest bounty - 1 500 000 cr.

Probably, but they'd leave a trail that can be followed by someone prepared to do the work. Here, there's no trail, just instant anonymity.
