The Troubleshooters are a Pirate Military Contractor exclusively working for THP.
Consisting entirely of hired goons, the Troubleshooters, as the name suggests, specializes in finding trouble and shooting it. The group is kept funded by THP supply contracts indirectly, notably the one with Detroit Munitions. This opens up pretty much everyone to blanket piracy.
However, the Troubleshooters are also an excellent plausibly deniable way for corporations or individuals of means to run other people off what they perceive as "their turf". Two groups competing for the same mining zone? One side hires Troubleshooters. Suddenly, the other side has to deal with pirates taking everything up to and including the clothes on their backs until such a time as they decide to leave the area, whereupon the Troubleshooters are paid twice: Whatever the group on the way out gave them, and their agreed-upon fee.

Also, the omission of RP skills from the OoRP form was deliberate. You are not being paid to think. You are being paid to hunt down and pirate Zoners.

A: Yes.
Q: Is this metagaming?
A: No. This is a representation of THP| essentially trawling through Sirius finding any unscrupulous individual with a pulse and a pilot's license, telling them that it's open season on Zoners, and aiding and abetting them. In short, that's right, THP just made an entire faction out of whole cloth in an attempt to stong-arm Zoners. We both know it won't work, but hey, pirating Zoners! What more could you want?
