There is a hostile piece within the structure of Nansei. It has been reported years ago, but devs failed to identify it or erase it.

Weird.

My thoughts: what about replacing the station by a minimal sized one and expanding it in time? The moment the NPCs start to attack it, it should be the last part that offends them.
Or replace it by one that is proven, like the Osaka station (when it was big of course).
Just my two cents....

That is honestly pure laziness, it shouldn't take more than 20 mins to identify and fix the problem.
