I just wanna know why this game has this very small community and how can we help to make it big active one.

If the game would pop up on that and the other sell sites especially steam this server would be full again. No idea if that will be a good kind of full though.
But Microsoft is apparently not interested in guaranteed money. Or it really would be that big an investment to dig it back up and make it work.

It's still obtainable, but not legally obtainable, which drives some people away understandably. It'd be great if it was on GoG, but poocrosoft.

Availability really is one of the bigger reasons why new people can't just pick up Discovery and start flying around.
The idea of hosting an .iso for Freelancer has been thrown around here and there, though da' law is scary and we'd rather not make the risk just in case some people come after us for it.
One of the members here mentioned he knew a place where it was being hosted already, and has offered to ask if we can use his website as a download location. I'm hoping that we get somewhere with that.
Being able to provide people with the normal Freelancer game along with the mod would be an excellent way to boost up numbers.
