We have been contacted by Hellfire Legion, claiming Kepler as their territory, and we have registered to them to be under their government.
Now you come to us claiming Kepler as well. We are not interested in fighting or anything of that kind, and I don't know how to resolve this issue.
If two factions claim the same region, what are the citizens of that region to do?

It does say, in the Hellfire Legion databases, that they have claimed Kepler as well.. I quote:

Liberty, Independent Worlds, Out of ZOI operation varies on Special tasks/operations.
The matters of ownership of the... 'independant zones' ... I leave to your capable hands.
To answer your question: PMS Network is at the moment only interested in becoming a Core 2 base. After that we wanted to be a base that buys and sells Helium and Helium-3.

While we do not mind a drop-off point for Helium, we do however greatly mind your station harboring that scum.
Since your station is still at Core 1 level, how about we make a rare deal between ourselves:
Agree with our generous proposal and you will have the money to easily rebuild your Core 1 Station and pay for additional labor if needed.

If you want my opinion, you don't solve your problem of Hellfire Legion to stop claiming Kepler and the bases that reside there by destroying all the bases in Kepler. If you don't like the fact that HF claimed the space of our base, don't take it up with me and tell me I need to destroy myself. Take it up with them.
If this happens again, will ANOTHER poor sucker have to destroy the thing they put more then 30 hours of flying all around Sirius for, to get all the materials? The thing he and his friends are proud of, the thing that they managed to get upgrades for and had big plans for?
I hope not.
You said you like the idea of a helium droppoint in Kepler, but you don't want HF to have access to the base in your territory.
Please consider my plea.
It is not my fault HF wanted access to our base. They came to me exactly the same way as you are now coming to us.
And if you don't do anything about this, it will happen again and again, at the costs of hard working honest base builders.
