To whom it may concern,
I am unsure whether such a thing is possible, but I'm gonna try anyways: I'd like to inquire as to whether there might be a way I'm allowed to pass Bretonia in my Sunbeam — a Gallic civilian ship. I'm a simple woman, sir or madame, and getting a new ship isn't really something I fancy money-wise. Had a small run-in with two, uh, soldiers of the Armed Forces and they allowed me to cite them as reference that I was willing to comply with them and so on, if that even counts as something positive. And, uh, please look past my speech. It's a bad habit.

I'm afraid such things usually aren't possible, the restriction to Gallic ships in Bretonia are a response to the existing hostilities between Gallia and Bretonia, those flying such ships are generally assumed to either be Gallic citizens or be affiliated with them well enough to buy a ship from them. Such people are considered to be too much of a risk to have flying around Bretonian space for a number of reasons, such as being infiltrators or smugglers.
However members the Council do have an existing exception to that law, perhaps you could affiliated yourself with them to gain passage.
