Chugoku Visa System and Requests - Cardinal - 07-20-2016 Visa Program of the Blood Dragons, created by Lady Hisano Kimura.
This is the beginning of the Chugoku Visa Program Articles.
I. Reasoning of Restrictions:

A. Red Areas: All caught without full access to Chugoku in these areas are to be shunted out of the system or face destruction of their ship.
Sectors B2, B3, and parts of sectors A2, A3, C2, and C3 are the grounds of the Mito Shipyards, and are under heavy guard.
Sectors D4, D5, E4, and E5 are the grounds of Kyoto Base, our home, and under heavy guard.
Sectors B7, B8, C7, C8 and parts of sectors A7, A8, D7, and D8 are the sacred grounds of the Blood Dragons Ship Graveyard. We do not wish anyone to trespass on our graves.
B. Yellow Areas: All caught in this area without at least Yellow clearance are to be escorted back to a green area. If the uncleared ship denies, they will be forced out of the system or destroyed.
Sectors F4 and D4 are the location of the Tohoku Jump Hole. Tohoku is under threat of the Nomads. Anyone not with the Blood Dragons need to ask for escorting to the jump hole and through the system.
Sector E6 is the location of the Hiroshima Jump Hole. Hiroshima is under heavy guard by the Kusari Naval Forces. If you come from Chugoku, they will be keen to suspect you. Escorting is necessary to pass.
C. Green Areas: These are any areas that can be accessed with the lowest level of our Visa. Those without a Visa Pass to Chugoku will be forced out of the system or destroyed.

IV. Neutrals to the Blood Dragons:

All other factions or pilots of those factions not listed above will be required to request a Visa Pass here to gain at least Green Access to Chugoku. Requests from these factions or pilots will be looked at and decided by the Shogunate, depending on the access requested.

V. Visa Pass Length:
____________________________________________
Allied factions and Friendly factions will have permanent access to the Visa granted to them unless they are no longer Allied or Friendly.
Neutrals will be given at least Green Access permanently if the Visa request is accepted. Yellow Access will be granted temporarily for Neutrals wanting to pass through Chugoku by Tohoku or Hiroshima. Red Access will not be given until you prove yourself worthy.
And obviously, hostiles are not welcome here in our home, or anywhere that the Blood Dragons has an influence over.

VI. Requesting Your Visa Pass

In order to request your Visa, please state your name. If you are flying a transport, please state the name of your ship along with your name, and tell us the cargo you have and whether or not you need escorts out of Dragon Space. Also be sure to state escorts you may have coming with you into Chugoku, they will need to place a request for a Visa as well. Capital vessels are not allowed if you are Neutral. A template of a request will be listed below to make it easier.

Our relations towards The Order proved to provide solid intel on criminal activity all over Sirius and to increase the effectivity having the Blood Dragons in that network could lead to a mutually beneficial exchange in data.
