Greetings Liberty Security Forces!
It has recently come to our attention that the very same Government you work for is as corrupted as we thought. You claim to be fighting this corruption. Our question is, do you have the resolve required to carry this to its inevitable completion? Perhaps this corrupt Government did not pass along this information to it's very own Security Forces. Perhaps we can give you the kindling required to fuel the fires of rebellion. The people need to rise up and tear down the shattered facade of this despicable "Navy".
Allow us to speak plainly. We are willing to return these Delegates to you. You may broadcast our original communication attempt to the citizens of Liberty. Show them how little their current Government cares, how they covered up the whole situation. It is possible that the people may not believe you, however, USI is surely capable of backing you up. To top it all off, you will publicize the return of these Delegates to their families and homes. Be the heroes, the beacon of hope that the people need.
We only have one condition. Once the corruption has been weeded out, you shall allow democracy to resume.
