They didn't mean that you can edit the files.
It means if you have the proper combination you will get the bonus. (IFF+Ship+ID+Mining turrets)

Well mate, when admins and devs decide a certain rate then they automatically edit it for everyone
That is why editing .ini files is forbidden.. I think you should consider this fact and start from there. It will enhance your situation a lot.
