Good Evening,

Attached within this Communique are the transmission logs and visual scans of a Freelance Vessel transporting restricted Cargos. Not only was he woefully belligerent and non-cooperative in his attitude, but by the time I had followed this vessel to Southampton Shipyard, he was already aligned with the docking clamps. Not only did he remain to mock me, an Officer of Her Majesty's Armed Forces, but he then proceeded to, with full knowledge and control of his actions and faculties, deliver the entire Cargohold of Black Market weaponry. To add insult to injury, he attempted to -bribe- me with his ill gotten revenues.

Regardless of their Origin, and the diplomatic ties between Bretonia and It, this Freelancer was acting outside the bound of Bretonian law, and completely for his own profit. Make of this information what you will, Duty and Station demand I passed it along as soon as I could.
