For the attention of Liberty Navy Admiralty - Kusari Uchugun - 01-25-2017 Respected members of Liberty Navy Admiralty, I would like to extend our thanks for having allowed Fast Response Battle-group Nana Roku to transit through House Liberty space, following the events that occurred in Kepler system, including the formation of an highly unstable singularity leading to an unknown system. As you certainly know, Battle-group Nana Roku encountered Battleship Ohio on its way out of the system, which appeared to have lost its escort. Ohio command informed the battle-group they were then located in Inverness system, and expressed concerns about the presence of potentially hostile locals. Both commands agreed to cover each other until a safer location could be reached. Ohio command subsequently allowed Battle-group Nana Roku to transit in House Liberty space, and flawlessly escorted the battle-group until it reached Shikoku system.
I am grateful for the support given by Ohio command and Captain DeGrange in these rather unusual circumstances, and I believe the excellency and dedication they displayed in performing their duty should be highlighted. That being said, the Admirals circle believes those recent events evidenced a concerning flaw in our presence, endangering our mandate to protect both House Kusari and foreign citizens within our borders : the buffer systems between House Liberty and House Kusari, namely Galileo and Kepler system. Kusari State Police often complains about the penchant some Liberty criminals appear to have with crossing our borders to commit illegal activities, and it wouldn't surprise me if House Liberty was suffering from raids originating from these buffer systems.
Significant results could certainly be achieved if a better cooperation between Liberty Navy and Kusari Naval Forces became a reality; securing the borders and drastically limiting illegal activities in the area, for one. I am well aware reaching efficiency in that regard may take time, as trust is slow to be earned. It is however our conviction both Houses would have a lot to gain by increasing cooperation between their armed forces, and that such a process should be started as soon as possible. The circle would be pleased to hear Liberty Navy Admiralty's opinion on this matter, as well as the possible inquiries it may have in that regard. Respectfully, Vice-Admiral Sakamoto Ryoma, Kusari Naval Forces. RE: For the attention of Liberty Navy Admiralty - Apollon - 01-30-2017 ****INCOMING TRANSMISSION****

Providing escort to your battlegroup is the least we can do in return for the support your battlegroup provided during the Kepler incident as well as what followed it in the uncharted system both our forces dwelled into. I believe the sudden and rather unexpected cooperation between our both militaries can be evolved into a wider and more conclusive one. The buffer systems between our both houses, namely Kepler and Galileo, have always been the focus of illegal and unlawful activities sparking from House Liberty. The increased presence of the Lane Hackers, Rogues, as well as the Xenos has been the cause of disrupting trade activities between our Houses, rendering both systems unsafe. Naval High Command has already ordered reinforcements to the Northern Command in Colorado in order to boost the size and frequency of our patrols in that region, including Kepler and Galileo. However, we are aware that securing the system alone will not be an easy task to accomplish. As you have already suggested, cooperation between both our militaries would certain be more fruitful in securing the buffer systems between our houses, and therefore securing the civilian and economic flow between Liberty and Kusari. I, and by extent, the High Command, suggest establishing communication tunnels to enable efficient intel gathering and fast responses by both of our forces to unlawful activities and gathering in Kepler and Galileo. And to bring things even further, establishing organized and coordinated joint patrols between our forces. If your admiralty board agrees, of course. The Liberty Navy hopes for further cooperation between our militaries, to strengthen our relationship despite the few existing disagreements we have for the benefit of both of our people. I will be awaiting your respected circle's input on this matter. Thank you. Signing out, Admiral Natalie A. Reaser. CO Nevada Battlegroup & Papa Squadron. RE: For the attention of Liberty Navy Admiralty - Kusari Uchugun - 02-04-2017 Amiral Reaser, The Admirals Circle reached a final consensus regarding Naval Forces desired relationship with Liberty Navy. It is indeed preferable that both armed forces learn to work together on a regular basis, both for the stability of our borders and the efficiency of our personnel. Consequently, Rear Admiral Kobayashi Akuro has been tasked to oversee the setup of concealed communication relays linked to Battleship Myoko, Shikoku system, and that will serve as a secured medium for military transmission to and from Liberty. Such beacons will have to be constructed both in Kepler and Shikoku system, and the assistance of Liberty Navy to secure the construction sites would be much welcomed. You may wonder, Reaser-san, why such a decision was taken, instead of relying on the trades lanes Neural-Net network. Sadly, while encryption methods guarantee an acceptable level of privacy, the high presence of Lane Hackers in our borders is a major concern for our analysts, given their skill in information warfare.
As for cooperation between our forces, the Admiralty believes a set a maneuvers should be arranged as a first step, so that the strengths and weaknesses of units operating in both Houses borders can be analyzed, and ideal efficiency achieved in a close future. Respectfully, Admiral Mochizuki Tatsuya, Kusari Naval Forces. RE: For the attention of Liberty Navy Admiralty - Apollon - 02-11-2017 ****INCOMING TRANSMISSION****

Please pardon the delayed reply from my end. The Liberty Navy sees mutual benefit in the construction and installment of the communication relay system, which will make communication and coordination between our forces considerably easier and safer through highly encrypted and secured transmissions that the trade lanes Neural-Network would otherwise lack, especially against the Lane Hackers cyber attacks. Evidently, the Liberty Navy will assist in safeguarding the relays and, if needed, the assembly. After consulting with the rest of the admiralty board, we have agreed to hold joint drills and maneuvers between our militaries, as we see that it exchanging expertise in different fields of combat would be beneficial and will enhance the knowledge of our officers and pilots, in addition to the reasons you mentioned. More details in this regard will be sent to you in the upcoming days over secured channels. Thank you. Signing out, Admiral Natalie A. Reaser. CO Nevada Battlegroup & Papa Squadron.
