Konnichiwa, fellow officers of the Republic of Kusari, I bring before a matter that I believe could be better handled by yourselves, rather than the State Police. First, I will forward you the report I made regarding the matter.

While under normal circumstances, the State Police would be able to handle an intruding Libertonian Naval vessel, due to the nature of the incident, I thought it would be best to contact you for your assistance. As I said in the report, this could all be result of some delusional pilot, however I would prefer not to risk the security of the Republic of Kusari over not taking it seriously. As such, I'm asking if you will be able to spare any effort towards both watching over the area in which vessel lead me to for any future disturbances or "portals", or seeing if their claim of a portal forming is even possible and to make sure that, due to their claim of being a member of the Liberty Security Force, that there has been no other breaches of security they could have caused.

Konnichiwa Junsa-Bucho, and other members of the KSP who receive this message. I am Nitta Shoni of the Kusari Naval Intelligence.

Thank you for providing us with your report on the encounter. There are two points I would like to address with you on this case.

The KNI and the Naval Forces by extension are well aware of spatial anomaly generation capabilities shown by the Nomads in recent cases, specifically one that has severely affected New Tokyo some months ago. The Naval Forces have set up the appropriate contingency plans for the appearance of said anomalies within House space, and is well prepared to contain and suppress any nomad incursions that occur through this method. It is asked of the KSP during these actions to comply with the Naval Forces directives, and to rend assistance wherever is required.

Liberty, and most likely the other houses as well, have a great probability of being aware of this phenomenon, due to past encounter of foreign house vessels during operations in neighboring systems and interventions in the Omicron region, all related to nomad encounters.

However, that does not allow law enforcement agencies of Kusari to place trust on foreign agents found within our territory unannounced, belonging to a Navy or intelligence agency. With the exceptions of Rheinland agencies in Honshu system, all other house forces must previously announce their intentions to enter Kusari sovereign territory, and request permission to do so. If you find elements of Gallia, LIberty or Bretonia within Kusari, or Rheinland forces acting beyond the Honshu system unannounced, you are to stop them and find out their purpose there.

There is a special exception to this directive I'm presenting to you, and that is Liberty Security Force. Too many times LSF agents, or infiltrators bearing their credentials, have entered Kusari space, defied law enforcement orders and requests for information, and even spread confusion and distrust in Liberty intentions. If you were not informed beforehand of the arrival of a legitimate representative of LSF, you are to consider any and all agents under their markings as spies. You "may" give them one chance to abandon Kusari space through the border to Liberty, but after that they are to be stopped and neutralized, dead or alive.
There is a high possibility that any and all LSF agents have been compromised by nomadic influence, given recent events in Liberty. I advise high caution when apprehending any agents, and contacting KNI for securing the captive.

It good to hear that our Navy has plans set in case of alien invasion, I remember seeing Nomads in the far-orbit of our very own capital not too many months ago. I've certainly learned my lesson not to trust foreign Military and Intelligence that have come in uninvited, a lesson I'm lucky to get a chance to learn from. I was not aware that we had had such troubles with LSF agents before, and it is most alarming to hear that they could bear host to Alien Infection. I assume any and all attempts to alert the Liberty Government about this have been turned down? Also, in the case of future problems with interloping LSF agents, what would be the best way to contact you and the KNI for assistance? Is there some sort of Emergency Communication Protocol where I would be able to request reinforcements?
