nope dont see a problem here only have 1 id on ship. and as a unlawfull pirate surly i can pirate ppl wherever i find then?

Can I please suggest that you log your Thor and read the ID, specifically the part that mentions ZOI (Zone of Influence)?
Once you have done that, you can respond to the Sanction.

so i think i might not be understanding zoi right. i was thinking that zoi was the places that a daction had bases and tryed to apply there fation laws? also was the places a fation was alaoed to build bases in.
did not relize that is also dictated where a faction could go? is it i just not alowed there or is it that can only pirate other player if there also in this zoi of the current faction i am playing?

The ID allows you to fly anywhere, but it only allows you to enforce consequences, Faction Laws/Pirating etc, in their specified ZOI
