I remember that article, it did cause quite a stir in some circles. Others it made probably aware of a long-known problem. However, I’m neither a retired researcher, technician nor scientist. I’m a businessman and I do think I listed some of my achievements in that very article. You know the little box, wherein one explains why one's an expert in a given field.

However, given my experience in business and the fact that I can identify with the goal of your organization, I could help you out in the area of my expertise by making sure funds are properly and optimally allocated. It was a very practice-oriented article, written by years of experience in the field of economics, however, I do take it as compliment that it passed as scientific. Apparently theory and practice do overlap, sometimes.
